MANILA — A House bill was filed Tuesday seeking to introduce amendments to the Omnibus Election Code to include misogynistic acts and remarks or gender-based harassment as grounds for disqualification of candidates from holding or running for public office.

This comes after some candidates for the 2025 midterm elections, like Pasig congressional bet Christian Sia, Batangas gubernatorial bet Jay Manalo Ilagan, and Misamis Oriental governor Peter Unabia, were asked by the Commission on Elections to explain supposedly misogynistic and discriminatory remarks.

Gabriela Rep. Arlene Brosas filed House Bill No. 11498 or the "Bawal Bastos sa Eleksyon" bill, which proposes amendments to Sections 68 (Disqualifications) and 261 (Prohibited Acts) of the 40-year-old Omnibus Election Code.

"By imposing accountability on individuals seeking public office, this measure aims to uphold ethical leadership and promote a political campaign culture grounded on respect for women and members of the LGBTQIA+ community. It reinforces the standard that those entrusted with public authority must exemplify integrity, decency, and respect for all individuals, regardless of gender," Brosas said in the bill's explanatory note.
