MANILA — Malacanang on Wednesday branded as "fake news" a supposed Palace memo calling for its PR team to “redouble their efforts over the next month” to “undo the damage done by the critics against the Malacañang” following the ICC arrest of former President Rodrigo Duterte.

The “fake” memo, supposedly signed by Executive Secretary Lucas Bersamin on April 15, 2025, outlined the actions allegedly needed to be undertaken by the administration to counter the “sharp drop in approval and trust ratings” of President Ferdinand Marcos Jr. and his administration's Senate bets following Duterte’s March 11 arrest.

The “fake” memo also noted the need for President Marcos Jr “to make a determined effort to replace House Speaker Martin Romualdez,” noting claims that “corruption was rampant in Congress under the Speaker’s leadership.” It also claimed that President Marcos Jr. was considering placing Alyansa Spokesperson Rep. Toby Tiangco "as Speaker Candidate if the result in the House is unsatisfactory."
