NCRPO spots 'glaring operational lapses' in Chinese individual’s arrest in Pasig

MANILA – The National Capital Region Police Office (NCRPO) on Friday said it spotted “glaring operational lapses” in the arrest of a Chinese individual in Pasig, which spawned false reports of a supposed “abduction.”

In a statement, NCRPO said it immediately probed the incident that happened at 7 p.m. on April 24, Thursday, involving around 10 unidentified individuals “wearing camouflage uniforms with long firearms on board several vehicles.”

NCRPO said it turned out that the Bureau of Immigration and the military's intelligence service were implementing a mission order against a Chinese individual for alleged immigration law violations.

“However, in the initial investigation conducted together with the said partner-agencies, there were glaring operational lapses noted in the supposed operation,” NCRPO said.

“It appears that the coordination made was not in accordance with the standard and prescribed procedures,” it added.

The Metro Manila police said it received information that “suggests there was excessive use of force” by the operatives. 

“Some of them indiscriminately and unjustifiably fired their guns in the process,” the NCRPO said. 

“Also, there is evidence on the severity and impropriety on some of the actions made by operatives during the supposed operation,” it added. 

It said the Eastern Police District would validate the evidence and other findings in coordination with the immigration bureau and Intelligence Service of the Armed Forces of the Philippines (ISAFP).

The Metro Manila police said it would also look into possible "negligence on the part of the PNP territorial units concerned."

“NCRPO will not sit idly on this incident. The law applies to all and no one is above it,” it said.

“A comprehensive probe is ongoing and should pieces of evidence warrant, we will file appropriate criminal charges against the erring personnel of our partner-agencies, following due process of law,” it added.
