Bus firm faces probe for allegedly throwing cat into baggage compartment, mocking PWD

MANILA -- Pangasinan Solid North Transit Inc. is facing investigation after one of its conductors allegedly threw a pet carrier containing a cat into a baggage compartment.

The same bus company is also being probed after another one of its conductors reportedly "mocked" a person with disability by calling the child "pipi" or deaf-mute.

The Land Transportation Franchising and Regulatory Board (LTFRB) on Wednesday said it is set to issue a show cause order to the bus company for the two separate complaints.

LTFRB Chairperson Atty. Teofilo Guadiz III said one complainant reported that on April 18, the conductor of a bus plying Tarlac-Baguio took her pet carrier containing her cat and threw it into the baggage compartment.

The complainant likewise accused both the driver and conductor of making comments about her cat possibly dying inside the hot compartment, prompting her to get off the bus before she could reach her destination. 

Another complainant also reported that on April 20, the conductor of the same bus company plying Baguio-La Union made fun of her her child, calling them pipi. 

The LTFRB executive emphasized that both incidents violated agency rules designed to ensure passenger safety in public transportation. 

“Iyong mga ganitong pangyayari sa public transport ay dapat ma-address. Hindi dapat ito ma-normalize dahil karapatan ng mga pashero at kaligtasan nila at ng kanilang pets ang nalalabag dito,” Guadiz said in a statement. 

“We are thankful na nakakarating sa amin yung mga ganitong incidents. We must treat these complaints seriously because if we let it happen once, twice, baka ma-normalize, eh hindi tama ‘yon. We assure you that we will deal with this accordingly.” 

The chairperson warned bus operators, drivers, and conductors over display of disrespect to passengers, reminding them to always treat every commuter with respect and courtesy to persons with disabilities. 

Based on LTFRB guidelines, passengers traveling with pets on public transport must have vaccination records of pets, must put pets in carriers or cages, and should carry travel clearance from the Bureau of Animal Industry (BAI).
