MANILA — A 33-year-old Russian-American vlogger is facing a series of complaints over video of him harassing security guards and stealing an industrial fan from a restaurant while livestreaming inside a mall in Taguig City on Monday morning, March 31.

Police Maj. Cherrylyn Agtarap, Taguig City police station spokesperson, said four security guards and a restaurant manager filed charges against the vlogger.

“[Y]ung guard natin na dalawa, nag-file po sila for unjust vexation in relation to Republic Act 10175, o yung Cybercrime Prevention Act of 2012. And then yung isa naman po, nag-file po siya ng theft and unjust vexation. Yung isa attempted theft, at yung isa po theft naman,” said Agtarap.

Viral vlogger cop misses deadline to respond to Napolcom case

At first glance, it appeared like a normal vlog as the vlogger walked around the mall.

However, things took a turn when the vlogger snatched a security guard’s hat and ran off with it.

The situation even escalated when he was seen seemingly touching another security guard's firearm and even kissing the latter.

The vlogger also attempted to film another guard despite the latter’s refusal.

The vlogger was also seen grabbing an industrial fan from a restaurant and carrying it to the hotel where he was staying.

He also tried to go through the hotel’s X-ray machine. 

The livestream also captured the vlogger blocking a woman’s path and using foul language.

“Sa tingin po natin, based din doon sa video na napanood natin, wala po siya sa tamang... Kung baga eh, parang hindi po siya yung normal na ginagawa ng isang... Kahit sabihin natin pabiro lang po yun, or part ng kanyang pagba-vlog, wala po siya sa katinuan, or hindi po yun yung tama dapat na actuations ng isang matinong tao,” Agtarap added.

(As we see it, based on the video that we saw — that wasn't normal behavior. Even if it was a joke, or an act for the vlog, those were not the acts of a normal person)

The PNP Anti-Cybercrime Group is now investigating the incident.

Police Lt. Wallen Mae Arancilla, spokesperson for PNP Anti-Cybercrime Group, reminded content creators to be responsible when filming.

“Siguraduhin po natin na tama ito, makabuluhan, at hindi po mapanira ang nilalaman ng mga content or videos na ginagawa po natin. Maaari po tayong makasuhan diyan sa Data Privacy Act and also po kung ikaw man ay may defamatory content ay maaari rin nating ma-violate ‘yong unjust vexation or cyber libel man po,” said 

(Let's make sure what we do is right, is relevant and is not destructive. We can face charges over the Data Privacy Act and we could be liable for unjust vexation or cyber libel) 

The PNP is also coordinating with the Bureau of Immigration, National Bureau of Investigation, and other law enforcement agencies regarding the incident. 

“Foreign visitors are expected to be in good behavior during their stay in the Philippines.  We are a very hospitable country, and have the nicest, kindest people.  Hence, visitors are expected to reciprocate this and follow laws during their stay here,” said Immigration spokesperson Dana Sandoval.

The police have urged other victims of the said vlogger to come forward and file complaints.

ABS-CBN News team reached out to the mall management where the security guards work, as well as the restaurant involved, but they declined to comment. 

The news team also sent a message to the vlogger to get his side but he hasn’t responded yet.
