Ex-PCSO exec Garma seeks asylum in US

MANILA — Former Philippine Charity Sweepstakes Office general manager and retired police colonel Royina Garma has applied for asylum in the United States, her lawyer said Monday.

Atty. Emerito Quilang said Garma’s asylum request was supposed to be heard last April 2 but it did not push through.

“I’m not privy to the things happening there in the asylum, what I know is the asylum was set for the initial hearing on April 2, but it was canceled and there is no setting yet,” Quilang said.

Quilang was at the Department of Justice for the preliminary investigation for the murder and frustrated murder complaints filed against his client by the National Bureau of Investigation and the Philippine National Police for the death of former PCSO board secretary Wesley Barayuga.

Quilang said Garma would file her counter-affidavit before the DOJ on May 2.

“Of course, our defense there is she does not have any participation,” Quilang said.

Garma arrived in the United States on November 7, 2024, following her accusation that former President Rodrigo Duterte asked for her help in the nationwide implementation of the anti-drug campaign in Davao City.

Garma is currently held by US authorities for lack of a valid visa, according to Quilang.

“Yes, wala siyang valid visa when she flew to the United States,” the lawyer said.

He denied Garma’s detention was due to money laundering or the Magnitsky Act, a law against alleged human rights offenders.

“That’s not true,” Quilang said.
