Comelec says no glitch in overseas voting

MANILA — The Commission on Elections (Comelec) has denied rumors of alleged glitch on the first day of overseas voting using internet. 

Comelec chairman George Garcia made clarifications on Monday after some overseas Filipino workers (OFWs) posted on social media their personal experience after voting online. 

In an interview online, OFW from South Korea Jun Balenton told ABS-CBN News his excitement to vote for the first time using the internet. 

“Siyempre excited bumoto - first time online voting, so nakaboto po ako pagpatag ng ala-otso Korea time,” Balenton said.

But his excitement was replaced by questions after casting his vote.

“Mabilis naman ang process, nakapili ako ng gusto kong iboto…dun may option kung puwede kong i-verify kung nai-cast ba yung vote ko….suddenly medyo naguluhan ako bakit iba yung lumabas, andaming code kung anong mga letter or whatsoever, and may pangalan ng ibang kandidato, which is hindi ko nga kilala yung kandidato na yun,” according to Balenton.

Balenton said he did not see names of candidates he voted for. 

“Bakit may pangalan ng ibang tao ng kandidatong lumalabas. Hindi ko po nakita, wala akong nakitang pangalan ng binoto ko - at nagulat po ako may mga pangalan dun at party-list na hindi ko kilala kung sino ang nakalagay,” said Balenton.

The Comelec chief explained the process of online voting to allay fears of election rigging.

Garcia explained what Balenton encountered was normal and part of the security features of the internet voting process. 

“Yung nakita po niya, yun po yung ballot face, ‘pag pumipili ka papakitaan ka muna ng ballot face, ito yung 12 na pinili niya…at ito yung party-list na pinili niya…pag pinindot mo kasi yung cast mawawala na yun, biglang papalit dun ay yung sa QR code, pero hindi nangangahulugan na yun yung binoto nila, pero nandon sa encrypted script... Later kapag na-translate na yun into human readable, makikita nila na yun talaga yung binoto nila. So yun po ay paraan to protect, security po yun,” Garcia explained.

According to Garcia, like in the local setup wherein voters are not allowed to take pictures of the official ballots and its receipts, taking photos or screenshots of the online voting is also strictly prohibited.

“Hindi po talaga namin ibibigay yung pangalan pagkatapos mai-cast kasi pu-puwede pong magamit sa vote-buying,” Garcia added.

Garcia assured the public that the election system for 2025 polls is well secured that went through a lot of source code review attended by poll watchdogs and other election stakeholders.

Based on Comelec records, there are about 1.231 million registered overseas Filipinos for this upcoming midterm elections.

According to Garcia, this figure is a little lower compared to the 2022 data with about 1.697 million registered Filipino voters abroad.
