MANILA -- Malacanang said Thursday it needed sufficient data on the supposedly negative impact of Philippine Inland Gaming Operators (PIGO) on the country before the government could consider a total ban on the industry.

Senate President Francis Escudero earlier raised the alarm over PIGOs, noting that many Filipinos were losing money to local online gambling.

“Siguro kung mayroon pong mga statistics or data mas maganda pong ipasa po sa amin iyan para ma-consider po iyan kung kinakailangan i-ban din po ang PIGO,” Palace Press Officer Undersecretary Claire Castro said in a Palace briefing.

“Well, anyway, kung mangyayari ulit iyong nangyari sa POGO dito sa PIGO, hindi po mag-aatubili ang Pangulo na magkaroon din po ng total ban sa PIGO pero siyempre kakailanganin po natin ng data patungkol dito," she added.

Marcos last year banned offshore gaming operators, known locally as POGOs, that were said to be used as fronts by organized crime groups for human trafficking, money laundering, online fraud, kidnappings and even murder.

Castro noted that based on a study, PIGOs, unlike the more controversial POGOs, have not been the source of crimes and instead bring employment and revenue to the country.

“Pinagkumpara po ngayon kung ano iyong nangyari sa POGO at saka sa PIGO. Sa POGO kaya po siya na-ban/total ban dahil marami pong nangyayaring krimen because of the POGO. Pero as of now, lumalabas po sa pag-aaral ay hindi po ito [PIGO] nakakagawa ng krimen – hindi siya nagiging cause or hindi siya iyong nagiging dahilan iyong PIGO para makagawa ng krimen,” Castro said.

“Maliban po diyan, ang POGO po ang hina-hire po nila karaniwan ay mga foreigners, samantalang sa PIGO po ang sinasabi po rito, 90 percent Filipinos ang nagtatrabaho; and iyong POGO po kapag sila ay nag-a-advertise labas po ang pera, pero ang mga PIGO’s po they spend marketing advertisement, marketing money in the Philippines pasok po iyan sa Pilipinas,” she continued.

“Nagkaroon man nang magandang pagbabayad ng tax pero hindi po lahat dahil sabi nga natin kapag may binigyan ng isang license minsan nagkakaroon ng sublicensees – iyong sampu na iyon hindi nagbabayad ng tax so nananakawan po ang Pilipinas ng mga POGO, samantalang sa PIGO po nagbibigay rin po siya ng napakalaking tax sa atin," she added.
