House leader flags more names in confidential funds recipient list

MANILA — A member of the House majority on Sunday listed more dubious names in what he said was the list of supposed recipients of confidential funds from Vice President Sara Duterte's offices.

Duterte has denied any irregularities in the use of the confidential funds, meant for surveillance and intelligence-gathering activities, but has declined to comment on the names, saying she does not know if the lists House members are checking are the ones her office and the Department of Education that she used to head submitted to state auditors.

House Deputy Majority Leader Paolo Ortega V of La Union flagged the names "Beverly Claire Pampano," "Mico Harina," "Sala Casim," "Ralph Josh Bacon," and "Patty Ting". 

The lawmaker said the names were listed as alleged beneficiaries of the Office of the Vice President's confidential funds.

"Mukhang listahan po ng mga bibilhin sa palengke o grocery ang mga bagong pangalang nakita natin," Ortega said.

(The new names we found are like a grocery list.)

Ortega said the names of Pampano, Harina, Bacon, Casim and Patty Ting were submitted by to the Commission on Audit by the OVP.

He said that, like the earlier names flagged by Ortega and other House members, these do not match any official birth, marriage or death records in the Philippine Statistics Authority. 

"Hindi ito ang unang beses na may nakita tayong katawa-tawa o kakaibang pangalan," the lawmaker said. 

(This is not the first time that we have seen funny or unusual names.)

Previous names include those that seem to have been derived from snack and gadget brands as well as names like  "Jay Kamote," "Miggy Mango" and five people identified only as "Dodong."

Last week, the lawmaker revealed the names "Amoy Liu," "Fernan Amuy," and "Joug De Asim" who were supposed beneficiaries of the Department of Education's confidential funds. 

Of the 1,992 alleged recipients of OVP confidential funds, Ortega said 1,322 had no birth records, 1,456 had no marriage records, while 1,593 had no death records.

House Committee on Good Government and Public Accountability Chairperson Joel Chua of Manila earlier said 405 of the 677 names listed as DepEd confidential funds beneficiaries had no birth records.

Duterte's supporters argue that the supposed recipients of the funds used code names for security purposes.

The confidential funds issue is among the Articles of Impeachment that the House of Representatives endorsed against the vice president in February.

Duterte has filed a petition before the Supreme Court seeking a temporary restraining order and writ of preliminary injunction on the impeachment proceedings.

Impeachment proceedings at the Senate are scheduled to begin on June 2, with the actual trial seen to start on July 30.
