MANILA — The Manila Local Government Unit confirmed that motorcycles, reportedly donated by alleged Chinese spies, were received by the city’s police force. 

However, the LGU denied any further interactions between Manila Mayor Honey Lacuna and the donor, Wang Yongyi, of the Qiaoxing Volunteer Group, following the public turnover of the motorbikes.

This clarification follows a Reuters report on February 28, 2025, which raised concerns about donations from individuals linked to Chinese espionage activities.

The Manila LGU said that the donation process, which involved a total of 10 motorcycles, was conducted transparently and in accordance with established procedures.

“Consistent with current and established practice, the City Legal Officer and the City General Services Office reviewed the deed of donation per se and checked the documents about the motorcycles,” the statement read.

“The deed of donation and motorcycles from Sinski Motorcycle Philippines were found to be in order. The motorcycles were registered with the Land Transportation Office,” it added.

The donated motorcycles included one 2015 model and nine 2016 model gasoline-fueled vehicles, which were handed over for use by the Manila Police District (MPD).

The LGU also clarified that the only public encounter between Lacuna and Wang took place during the turnover ceremony of the motorcycles.

“There were no other subsequent nor prior encounters between them,” the Manila LGU said. “There were no cash donations or any other donations, projects, or discussion with Wang about any of the things he said during his remarks at the turnover of the motorcycles for the Manila Police District.” 

The statement emphasized that the donation was limited to the motorcycles, with no further commitments made by either party.

"We remain open to any further inquiries from you," the Manila LGU concluded in its statement, reiterating its commitment to transparency and cooperation.
