Viral vlogger cop misses deadline to respond to Napolcom case

MANILA — Viral vlogger cop Patrolman Francis Steve Fontillas did not file his counter-affidavit to an administrative complaint against him at the National Police Commission, meaning the body will decide on it without his input, Napolcom Commissioner Ralph Calinisan said on Wednesday, March 26.

Napolcom had given Fontillas five days to respond to the complaint.

“Since Fontillas has failed to file any responsive pleading with the Napolcom, he has already waived his right to answer. As such, we will decide his fate, whether or not he should remain in the police service, based on the validation report and other pieces lf evidence that we have on hand,” said Calinisan.

He said the Napolcom will decide on the case "at the soonest possible time" to help make sure "only those who are fit, physically, mentally and morally...remain in the police service."

Calinisan on March 18 ordered the Inspection, Monitoring and Investigation Service (IMIS) of Napolocom to immediately investigate and file administrative charges against Fontillas using his Facebook page for partisan political activity.

Calisan said that violated the Primer on Personnel Decorum and the Code of Ethics of the Philippine National Police.

The Napolcom filed an administrative case of grave misconduct and conduct unbecoming of a police officer charge against Fontillas on March 19. Napolcom aordered Fontillas to file his counter-affidavit or answer within five days.

Fontillas reported to the QCPD on March 20. Calinisan said the junior police officer was crying and extremely apologetic at the time.

The patrolman has been put on restrictive custody.

The Napolcom and the PNP will continue to pursue criminal and administrative complaints — the Quezon City Police District has filed an inciting to sedition in relation to the Cybercrime Prevention Act rap — against Fontillas.

In a statement, the Napolcom said it will review and look into the recruitment process and the annual neuropsychiatric evaluation in the PNP and search for possible improvements in the current procedures.

Police Brig. Gen. Anthony Aberin, the National Capital Region Police Office chief, said they will fully cooperate with Napolcom on the investigation of Fontillas.

“We will provide the necessary documents or evidence na kailangan in order to improve the recruitment process na umiiral sa PNP. And whatever it is we will support kung ano yung gagawin ng Napolcom,” Aberin said.
