MANILA -- The Commission on Elections (Comelec) on Monday told Vice President Sara Duterte that claims of possible election fraud in the May midterm elections were not possible. 

Duterte told supporters at The Hague, Netherlands that her father, former President Rodrigo Duterte, expressed concerns on possible "dagdag-bawas" or vote tampering in the upcoming elections but failed to disclose any details on the issue. 

In an interview, Comelec Chairman George Garcia said since the automated elections started in 2010, allegations on vote tampering were not proven. 

"Imposible 'yung dagdag-bawas… Madali pong ma-verify kung ang boto ay nabilang at na-transmit sapagkat maliban sa printing of election returns, napapaskil sa labas ng presinto," Garcia told reporters.

Aside from this, Garcia said there were other ways to verify or counter check ballot counting. 

"Lahat ng ballot images sa bawat presinto ay ipapakita sa watchers, citizens' arm, at meron ding random manual audit. Lahat ng citizens' arm, maliban sa hard copies at matatransmit sa kanilang servers, pwede rin nilang icapture yung QR code na naglalaman ng sumatutal na boto sa bawat presinto," he said.

"'Yung agam-agam, again, wala pong basehan. Kahit nung 2010, walang nangyaring ganon," he said. 


ON DELAY OF INTERNET VOTING LINKS

Garcia also addressed issues on the supposed delay of the enrollment for the internet voting, saying the link had to undergo full testing to strengthen it against hacking. 

Enrollment for online voting was supposed to start on March 20 but there was a two-day delay, according to the poll body. 

"Minarapat ng DICT na tingnan mabuti ang buong sistema… upang ito ay hindi ma-intercept, o magagawan ng paraan o magkakaroon ng irregularity kapag nailabas natin yan," Garcia said. 

"It took DICT practically two days para gawin yan. Ngayon maipagmamalaki namin na kahit i-attempt nila gawan yan, dahil dumaan ito sa DICT, hinding-hindi ito maha-hack," he said. 

The enrollment for online voting will end on May 7. Test voting, meanwhile, will happen until April 13, according to the Comelec. The actual voting period is from April 13 to May 12.  

The Comelec earlier in the day deposited the source codes for their automated election system at the Bangko Sentral ng Pilipinas for safekeeping. 

Garcia and the BSP said the move also ensures transparency for a clean elections this year.
