QCPD official: Cop who threatened Marcos, Interpol, ICC had 'mood swing issues'

MANILA - Patrolman Francis Steve Fontillas, the police officer who drew the attention of the public and the National Police Commission due to his scathing social media posts, had issues with his mood swings in the past, according to a Quezon City Police District official.

QCPD spokesperson Police Capt. Febie Madrid said in an interview on Teleradyo Serbisyo on Saturday that Fontillas has a record with regard to his mental health. 

"Mayroon na rin naging issue sa mga mood swing niya way back in 2023. May mga naging issue na dito sa previous unit niya two years ago," said Madrid.

To monitor his health and wellness, Fontillas was assigned to administrative work.

"Kaya po siya dinetail sa admin at nakafurther detail sa health unit para mamonitor ang kanyang health issue kung mayroon mayroon siyang mental health issue na tinatawag," said Madrid. "We have to help our personnel pag ganyan, tinulungan siya."

Last March 5, Fontillas applied for a two-week emergency leave covering March 6 to March 19. 

"Kaya lang nakapending lang po ang application niya, pero continued kaya naging absent tuloy from March 6 to March 19," said Madrid. "Kasabay din nito 'yung mga controversy noong mga nakaraang linggo."

"'Yung kanyang mga saloobin nilabas niya sa social media at habang ginagawa niya iyon, naka-uniform siya. May mga paglabag siyang nagawa."

He has threatened to arrest President Ferdinand Marcos Jr. and lashed out against the arrest of former President Rodrigo Duterte, who is facing a crimes against humanity charge in the International Criminal Court.  

Fontillas has also threatened the International Criminal Court and Interpol, saying he would bring "war" against them if they tried to "lay [a] finger” on Duterte.



The QCPD later filed charges of inciting to sedition in relation to the Cybercrime Prevention Act against Fontillas. Napolcom Commissioner Rafael Vicente  Calinisan also said he has ordered an investigation and the filing of administrative charges against Fontillas for alleged “partisan activity” on social media. 

Fontanillas reported to the QCPD on Thursday “crying and extremely apologetic” over his actions, according to Calinisan. 

“Fontillas also promised not to post seditious comments and hate speech on his social media pages. He is currently being processed, and will be placed in restrictive custody,” Calinisan added.

Fontillas declined to talk to ABS-CBN News on Friday, when sought for his side regarding the issues against him. 

"Mamaya na lang," he told ABS-CBN News' Zyann Ambrosio.

Madrid has vowed due process for Fontanillas, while reminding the rest of the QCPD personnel to remain disciplined with their actions.

"We have our own views, opinion sa mga pulitika sa kung anumang bagay, but we are in the organization and we have to have this discipline para sa ating mga action," she said.

"Ang ating mga opinion, we don't [have] absolute, but limited freedom of expression. Kung anuman, we have to act according sa limitation na yun dahil we may sinusunod tayong Code of Ethics and Ethical Standards at meron din tayong memorandum circular na sinusunod," she added. 

"Let's just obey at wag gamitin ang ating organization at uniporme na mainvolve sa mga pulitika kasi we remain to be apolitical."
