MANILA — Former Duterte spokesperson Harry Roque could be placed under the watchlist of the International Criminal Police Organization or Interpol if a court issues a warrant for his arrest, the Bureau of Immigration (BI) said Wednesday.

Many were confused how Roque emerged at The Hague in the Netherlands despite a standing arrest warrant for him from the House of Representatives for skipping its inquiry into the Philippine offshore gaming operators.

Roque has been accused of links to the operations of an offshore gaming hub in Porac, Pampanga that was raided earlier last year for illegal activities. Roque is also considered by the House as a fugitive, which he has repeatedly rejected.

Dana Sandoval, spokesperson for the BI, said that while the House has a detention order against Roque, she said a court-issued warrant is needed for him to be put under the radar of the Interpol — the same police group that served the International Criminal Court warrant for former President Rodrigo Duterte.

Sandoval also explained that aside from the possibility that Roque left the country through the same backdoor exit in Tawi-Tawi used by former Bamban, Tarlac Mayor Alice Guo, only an immigration lookout bulletin was issued for Roque, and there was no hold departure order.

An immigration lookout bulletin only prompts authorities to monitor a person's travel activities while hold departure orders are exclusively issued by the courts and will bar personalities from leaving the country without prior permission from the court.
