Roque had repeatedly denied links to Lucky South 99, a formerly-registered Philippine Offshore Gaming Operator (POGO) raided in Porac, Pampanga last year over allegations of illegal activities. He said that his client was Whirlwind, which he described as a "service provider" to Lucky South 99.

Meanwhile, Castro called Sen. Ronald “Bato” dela Rosa a “coward” after he said he would seek refuge from the Senate should the International Criminal Court issue a arrest warrant against him over his alleged involvement in the Duterte administration’s bloody drug war.
