MANILA — Former President Rodrigo Duterte's partner Honeylet Avanceña was supposed to be his companion on his flight to The Hague, Netherlands but she refused to join the trip, the Philippine National Police (PNP) said Thursday.

“First choice namin doon si Honeylet, eh ayaw sumama... Kaya nga na-delay nang na-delay iyon kasi nga nagpalit ng manifest. Nagpalit ng manifest dahil nakasulat sa manifest si Honeylet,” said Police Maj. Gen. Nicolas Torre III, director of the police Criminal Investigation and Detection Group (CIDG).



Torre was part of the team that implemented the ICC arrest warrant against Duterte on Tuesday as requested by Interpol.

According to Torre, Avanceña claimed that she had "no passport" to go overseas.

"Sabi niya wala na siyang passport daw, which I don't believe. Wala siyang passport galing Hong Kong?" Torre said.

The CIDG chief said Avanceña's refusal to accompany Duterte delayed the departure of the flight to Netherlands by about an hour. 

"So pili kami ng isang abogado. Nag-volunteer nga si [former] ES (Executive Secretary) Salvador Medialdea," he said.

Duterte's partner may face a direct assault complaint for allegedly hitting a female cop with a cellphone during Tuesday's arrest, police said.
