Hontiveros vows deeper probe into Korean fugitive Na Ikhyeon's escape

MANILA — Sen. Risa Hontiveros on Monday vowed to conduct a deeper inquiry into how Korean fugitive Na Ikhyeon managed to escape custody, saying immigration officials involved in his departure should face criminal liability.

Bureau of Immigration Commissioner Joel Viado said Sunday that Na, who had since been rearrested by authorities, managed to escape BI's custody with the help of another Korean and of immigration staff.

Na, who is wanted for fraud in his home country, was attending a preliminary investigation at the Office of the City Prosecutor in Quezon City when he slipped away from authorities, Viado said.

In a statement, Hontiveros said she would further investigate the Korean fugitive's escape in the next sub-committee hearing, adding she would subpoena CCTV footage to look for more evidence of complicity.

"Kahit naaresto na siya ulit, nakakabahala na kung hindi pa pala natin isiniwalat sa publiko ang impormasyon ng pagtakas nitong pugante ay baka hindi pa nagkaroon ng manhunt," the lawmaker said.

"This is symptomatic of the failures and offenses of the BI in handling erring foreign nationals. Mukhang hindi mawala-wala ang kultura ng korapsyon sa ahensya."

Hontiveros said BI officials proven to be involved in the "shameful" incident should face the "strictest" penalties, including criminal liability under Article 223 of the Revised Penal Code. 

"Magkaroon naman sana ng konting hiya itong mga kawani ng gobyerno," she said.

Viado has ordered the termination of the two immigration contractual employees and the filing of administrative and criminal charges against the regular employee.

According to ABS-CBN News sources, the Korean fugitive allegedly offered the three personnel P30 million in cash for his escape.
