MANILA — Authorities apprehended a motorcycle rider who supposedly attempted a hit-and-run against a female traffic enforcer after illegally passing through the exclusive bus lane along EDSA-Ortigas northbound on Friday morning.

In his haste to try to escape, the rider entered the bike lane and also hit a cyclist, as shown in a video taken by the Department of Transportation-Special Action and Intelligence Committee for Transportation (DOTr-SAICT).

“Na-apprehend naman ang motorcycle rider at ayon sa kanya, nawalan daw siya ng break. Iimbestigahan pa rin natin ito,” DOTr-SAICT Spokesperson Jonathan Gesmundo said in an interview with ABS-CBN News.

The rider was detained at the Philippine Coast Guard (PCG) base in Taguig, under the custody of the Land Transportation Office (LTO)-PCG Investigation and Detection Management Service (IDMS).

Meanwhile, the traffic enforcer was taken to the hospital to get checked for possible injuries.

According to Gesmundo, the agency asked the LTO to revoke the driver’s license of the motorcycle rider.

“Dahil nga tinakbuhan niya,” he said.

The LTO said it would act on the incident.

“Kasi reckless driving na yan resulting into injuries. Automatic yan sinu-suspend na tapos magkakaroon ng show cause order, magkakaroon ng hearing. Doon malalaman kung tutuluyan nang i-revoke ang lisensya niya,” said LTO Legal Consultant Alex Verzosa.

Verzosa added that the traffic enforcer could choose to file a criminal case.

“May pananagutan pa siya na danyos at perwisyo bukod doon sa paglabag sa batas ng transportasyon. Patong-patong na responsibilidad, patong-patong na kasalanan yan,” he said.

Meanwhile, an SUV with diplomatic plates from the US Embassy was also caught using the busway on Ortigas Avenue, the SAICT said.

It said the driver failed to present a valid license and only showed his passport.

“The situation heated up when another American from the vehicle challenged the photo-taking of the passport, claiming it was illegal, and demanded the image be deleted. He also asked that the apprehending officer speak to a high-ranking police officer to resolve the issue before it escalated to embassy level,” the SAICT said.

“Despite the tension, the driver received a ticket,” it said.

The US embassy said it was aware of the report.

“The US Embassy instructs all staff to obey Philippine laws, including traffic regulations,” it said.

The DOTr-SAICT said it recorded some 800 EDSA busway violations in January 2025 alone.
