Enrolled 2025 General Appropriations Bill contained no blank items: document

MANILA — There are no blank items in the enrolled 2025 General Appropriations Bill, based on a copy of the document from the House Legislative Library and Archives Museum.

While a copy of the ratified bicameral conference committee report on the proposed 2025 national budget showed blanks in 13 pages, these were already filled out in the GAB, which is the version of the bill submitted to the President for signature. 

Among the filled out blanks are allocations for certain programs of the Department of Agriculture, the Bureau of Fisheries and Aquatic Resources, the Philippine Coconut Authority, and the National Irrigation Authority. 

But the total allocation for PCA and NIA showed no changes between the bicam and the GAB versions.

The bicam report also contained an omnibus motion, which states that “in case of conflict between the Conference Committee Report and the printed copy of the bill, the latter shall prevail”.

House Committee on Appropriations Acting Chairperson and Marikina City 2nd District Representative Stella Quimbo had explained that the adjustments in the bicameral conference committee report on the proposed 2025 budget were “ministerial” and a mere “reporting” of the amounts agreed by the bicam. She stressed that the technical staff had “no discretion” in the filling in the blanks with allocations already reflected in Senate and House documents.

“Kumbaga po, hindi lang po nareport at that time, pero all of the amounts are pre-determined by our bicam members at the time of signing, and as a result, ginawa na lang po ang necessary corrections,” Quimbo said.

In a social media post, Davao City 3rd District Representative Isidro Ungab asked about the copy of the enrolled bill.

“Where is the copy of the Enrolled Bill? We just want to compare it with the ratified Bicam Report for the sake of transparency and accountability!” he said.

Quimbo issued this response.

“Ang enrolled bill ay nasa -archives po natin. So sana po ay makabisita po kayo doon, para kayo na po ang mag-validate na nandoon po ang enrolled bill… Publicly available po. Anyone can visit the archives para kayo na po ang mag-confirm na nandoon po ang enrolled bill,” she said.
