MANILA (UPDATED) -- The Philippine National Police–Criminal Investigation and Detection Group (PNP-CIDG) has arrested a former employee of the First Family for allegedly extorting money from people in exchange for government project deals.

The suspect was apprehended by virtue of two arrest warrants for estafa at a hotel in Pasay City on Thursday afternoon.

Police Major General Nicolas Torre III, chief of the PNP-CIDG, said the suspect was extorting 3 to 5 percent kickbacks in exchange for securing government contracts and supplies.

Torre said the suspect used photographs with the First Family and claimed to hold an undersecretary position in government to convince his victims.

“He was among the private employees of the First Family, in-charge siya sa IT at social media, mga ganung trabaho. After that, ganun pa rin ang kanyang ginagawa after BBM came to office,” Torre told reporters at Camp Crame in Quezon City on Friday.

“Pero lately, nagpapakilala siyang Usec, tapos naglalako ng mga kontrata sa gobyerno at humihingi ng 3-5% of the commission or kickbacks,” he added. “May mga tao na siyang nabiktima beforehand at yun ang nagfile ng complaints laban sa kanya.”

The suspect was able to collect millions of pesos from his victims, according to Torre.

The police official added that the Special Envoy for Transnational Crime (OSETC) under the Office of the President reported the suspect's illegal operations to the PNP-CIDG.

“Nung inaresto namin kagabi, nakabarong pang kagalang-galang. Pinyang barong pa sa 5-star hotel. Ganun nga, mga bagay na ginagawa niya as misrepresentation, hindi itotolerate ng kanyang principals, ang First Family,” Torre said.

“May pictures siyang pinapakita kung saan-saan may official functions… sa areas lang, like sa mga hotel kung saan may conventions na in attendance ang presidente. Yeah, typical scammer,” he continued.

“May mga nagparamdam na sa amin na pupunta raw at magfafile ng complaints dahil naniningil nga ng naibigay na pera,” he further said.

The suspect was released from police custody after posting bail amounting to P90,000 on Friday morning.

“Binitawan na siya [ng First Family] nung nagkaroon siya ng warrant. Second warrant na itong inimplement namin. May first warrant nang nakapagpiyansa siya. This is now the second warrant na buhay ulit and nagpiyansa na ulit siya. Estafa pa rin,” the PNP-CIDG chief noted.

Torre also warned those who are engaged in such illegal operations: “Tumigil na sila dahil sooner or later ay magkakaabutan din kami.”

“’Yan ang gusto nating iparating na baka may mga umiikot pa diyan na naglalako ng ganyang kontrata and supposedly connection sa gobyerno, huwag nang magpaniwala at malaki ang probability na 100% hindi ‘yan itotolerate ng gobyerno,” he said.

Two weeks ago, the PNP-CIDG also apprehended a gubernatorial candidate in Guimaras after allegedly introducing herself as a cousin of First Lady Liza Araneta-Marcos to defraud individuals seeking government approval and contracts.
