MANILA — Senate President Francis Escudero has ordered the organization of the administrative support to the Senate sitting as an impeachment court for the trial of Vice President Sara Duterte.

Escudero confirmed releasing Special Order 2025-015 which among others designates the Secretary of the Senate as the Clerk of Court in accordance with the Rules of Procedure on Impeachment Trials.

The order spells out his duties and responsibilities as the Clerk of Court, which mainly involves managing the non-judicial functions of the impeachment court such as documentation and records, preparing and serving notices and summons, preparing the court calendar and business of the trial, administering the oaths and ensuring proper reception, filing, distribution and processing of all pleadings and submissions as well as supervising necessary security and safety measures.

The same order designates support offices such as the Office of the Senate Legal Counsel and Deputy Secretary for Legislation as Deputy Clerks while spelling out their job descriptions.

The Sergeant At Arms meanwhile shall be responsible for the service of summons, subpoenas and other legal processes, providing status reports on the service of these documents and processes, implementing and maintaining security arrangements and implementing all orders and directives relating to the preservation of order and decorum during the proceedings.

It also authorizes the Senate Secretary to issue administrative orders, directives and guidelines as may be necessary.

A separate memo from the Administrative and Financial  Service also asks Senate offices concerned for budgetary requirements and for their requirements for supplies and equipment and other items for the trial.

The submissions will be subject to approval by the Senate Secretary.
