MANILA -- The Presidential Anti-Organized Crime Commission (PAOCC) has asked the Bureau of Immigration to prevent workers of offshore gaming operators from leaving the country through connecting flights, as some have escaped in the process of deportation. 

PAOCC Spokesperson Winston Casio said they would not allow transit flights from the Philippines.

"Pinagbigay alam namin 'yan sa Immigration. Yung ibang Chinese matatalino, kumukuha ng ticket for deportation. Manila-Kuala Lumpur, Manila-Macau-Shanghai. Pagdating ng Macau, pagdating ng Kuala Lumpur, hindi na pumapasok sa connecting flight pauwi sa China. Bawal yun. As far as China is concerned, ang kailangan ay direct flight," he told reporters in a forum. 

"We made a plea with the Bureau of Immigration. The unit that deports… We made a plea to them, do not allow transit flights for deportation if it is via voluntary deportation, via departure, or via summary deportation especially if they are Chinese," he said.

The Chinese government, he said, has an extraterritorial provision stating that their nationals will commit the same crime in China and suffer consequences even if they committed the crime of gambling outside of their country. 

"Kapag nag-iimbestiga sila sa China, kung anumang resulta ng kanilang imbestigasyon binabalik nila sa commission. Binibigyan nila kami ng copy ng report kaya nahahabol namin dito sa Pilipinas ang kanilang mga boss. It’s very important that they should be set back directly to China," according to Casio. 

PAOCC earlier said it has spent about P210 million in the past two years for the detention of Philippine Offshore Gaming Operators  workers arrested since the crackdown began in 2023.

As of February 14, 12 cases have been filed against POGO personalities, while 8 other cases are undergoing preliminary investigation, based on data from the PAOCC.

The agency said it is preparing 13 other cases linked to illegal gambling operations in the Philippines.
