House to submit original and enrolled versions of 2025 budget bill to SC

MANILA — The House of Representatives will submit its original and enrolled copies of the 2025 General Appropriations Bill to the Supreme Court as ordered, House Committee on Appropriations Vice Chairperson Jil Bongalon said.

The Ako Bicol party-list representative said he welcomes the SC order, adding he is confident there were no blanks in the enrolled bill and that the 2025 national budget is “valid, lawful and binding” despite criticism that Congress gave the executive branch a blank check.

“Mas maganda rin talaga para makita rin po ng ating mga justices ng Korte Suprema, sila mismo makakapagsabi na walang blangko d’yan as being alleged by the petitioners in that particular case.”

(It would really be better for the Supreme Court justices to see for themselves and say there were no blanks there as alleged by the petitioners in that particular case)

Among the petitioners who challenged the constitutionality of the 2025 national budget before the Supreme Court are former Executive Secretary Vic Rodriguez and Davao City 3rd District Rep. Isidro Ungab.

House Assistant Majority Leader Jude Acidre of Tingog party-list shared this sentiment, adding he believes the petition is meant to distract from the impeachment process against Vice President Sara Duterte.

“While we welcome all of this, it's good to remind the people that this is an attempt to really deflect the issue from the impeachment into all these cases, which, from our end is simply trying to take attention away from the impeachment process,” he said.

House Committee on Appropriations acting chairperson Stella Quimbo of Marikina earlier said the ratified bicameral conference committee report contained an omnibus motion that if there are changes between the report and the printed copy, the latter will prevail.

She also said the values for the blanks in the bicam report were already determined by the bicameral conference committee and were part of existing documents.

The issue of the blank entries was first raised by Ungab and later by Kabataan Party-List Rep. Raoul Manuel and ACT Teachers Party-List Rep. France Castro.

The two Makabayan lawmakers also said copies of the bicam report were only distributed to House members shortly before the vote for ratification.

Manuel said in January that the blanks raise the question of who filled them in for the final version that President Ferdinand Marcos Jr. signed last December 30.

“Kasi tingin natin hindi dapat ganoon ‘yung mangyari. Lahat ng batas, ang fine print niyan, kahit anong period, number, letter, dapat ay na-ratify ‘yan ng House at ng Senate,” he added.

(We don't think it should have been done that way. For all proposed laws, the fine print, to the period, number and letter needs to be ratified by the House and Senate)
