MANILA — The Presidential Anti-Organized Crime Commission says a raid at a dorm for Philippine Offshore Gaming Operator workers this week has led to their confiscation of videos detailing torture at a scam center.

PAOCC Executive Director Gilbert Cruz said the commission has 12 videos recovered from Chinese nationals arrested in the raid in Pasay City.

He said scam operations may be moving to jurisdictions where law enforcement is more lax and that 34 Indonesians rescued in the raid were set to be transported out of the country.

“Cambodia ito, kasi nakikita nila na medyo maluwag pa ang galawan ng POGO operations doon. So that’s why they want to shift from Philippine operations to Cambodia. At least, naharang natin ito” Cruz said.

Among the videos shown to media by PAOCC showed a bruised Chinese man who was being threatened with a gun while his hands are tied.

Cruz said that specific Chinese national was rescued from a condominium unit in Pasay City after he was abducted on February 12.

Authorities arrested two Chinese nationals in the rescue and also recovered a uniform of the People's Liberation Army.

Other videos shows wounded men being told to kneel.

Cruz said authorities have yet to find some of the people being tortured in the videos.

He also appealed to the public to report incidents that may be related to POGOs to the authorities.

“At least ituro lang nila sa amin, so we can conduct our investigation and to pin down itong mga torturer, murderers na foreigners na hawak namin,” he said.

(At least let us know so we can investigate and pin down the alleged torturers and murderers we have in custody)

The PAOCC is still monitoring more than 100 illegal POGO operations that have defied a ban ordered by President Ferdinand Marcos Jr.

He said scam centers now use laptops and wi-fi routers so their operations are more mobile.
