<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/176144521970720240806-rice-farmer-rizal-JC-1.jpg" style="width:960px" class="fr-fic fr-dib"/><span class="fr-inner" style="text-align:left">A farmer uses a mechanized plow to prepare a rice field in Baras, Rizal on August 6, 2024, Farmworkers Appreciation Day. <em>Jonathan Cellona, ABS-CBN News </em></span></span></span></div><p>MANILA — Senate Committee on Agriculture and Food Chair Francis “Kiko” Pangilinan welcomed new executive orders imposing a floor price for palay and the full implementation of the Sagip Saka Act. </p><p>Pangilinan, who lobbied for the two EOs, thanked President Ferdinand Marcos Jr. for approving them, saying “Tulad ng ating pangako noong inihain natin ang ating kandidatura: walang kulay ang gutom.”</p><p>(As we said during the campaign period, hunger has no color.)</p><p><a href="https://www.abs-cbn.com/news/business/2025/10/25/marcos-oks-order-imposing-floor-price-for-palay-1908">EO 100</a> establishes a floor price for palay, or unmilled rice, to help farmers increase their profit from harvest.</p><p>This will protect farmers from farmgate prices lower than production costs, especially during harvest season.</p><p>Meanwhile, EO 101 orders the full implementation of the Sagip Saka Act, mandating government agencies and local government units to directly procure rice and other agricultural products from local farmers and fisherfolk.</p><p>“Nagpapasalamat tayo sa Pangulo at sa lahat ng ahensya ng pamahalaan na naging daan para maipatupad itong Executive Order,” said Pangilinan in a Facebook post.</p><p>(We thank the president and all the government agencies that paved the way for the implementation of this Executive Order.)</p><p>Pangilinan, since becoming a senator, has held multiple <a href="https://www.abs-cbn.com/news/nation/2025/8/11/pangilinan-visits-agriculture-dept-to-discuss-legislative-priorities-1439">dialogues </a>with local farmers and fishermen, the agriculture department and other concerned agencies to discuss legislative priorities for the industry workers. </p><p>He previously <a href="https://www.abs-cbn.com/news/business/2025/10/15/pangilinan-marcos-jr-to-certify-amendments-to-rice-tariffication-law-urgent-1435">said </a>Marcos will also certify legislation to amend the rice tariffication law as urgent.</p><p>In August, Pangilinan noted that the law &quot;failed to deliver its promised benefits to Filipino farmers and consumers, leading instead to increased rice importation that severely hurts farmers&#x27; livelihoods.&quot;</p><div><a href="https://www.abs-cbn.com/news/business/2025/8/20/da-chief-rice-tariffication-law-threatens-rice-industry-needs-amendment-1138"><strong>DA chief: Rice Tariffication Law threatens rice industry, needs amendment</strong></a></div><p>Quezon 1st District Rep. Mark Enverga and Bukidnon 2nd District Rep. Jonathan Keith Flores also welcomed the new orders.  </p><p>Enverga described the EOs as “dalawang makabuluhang hakbang na nagbibigay ng tunay na pag-asa sa ating mga magsasaka at mangingisda (two meaningful steps giving our farmers and fishermen genuine hope).”</p><p>Flores, hailing from the “agriculture powerhouse” of Northern Mindanao, said EO 100 will “help raise rice farmers’ incomes this year and next year.”</p><div><br/></div><div><strong>EO 101 FAILS TO ADDRESS PH AGRICULTURE CRISIS — FARMERS&#x27; GROUP</strong></div><p>Meanwhile, farmers&#x27; group Kilusang Magbubukid ng Pilipinas called EO 101 a &quot;superficial measure that fails to address the deep-rooted crisis in Philippine agriculture.&quot;</p><p>KMP Chairperson Danilo Ramos said the order does not resolve the &quot;chronic lack of production support and subsidies, over and above the long-standing problem of landlessness, land-use conversion, and neoliberal policies wreaking havoc on domestic agriculture.&quot;</p><p>“EO 101 treats farmers as mere vendors and not as main productive forces in the rural and national economy, and partners in building food self-sufficiency and national development,” he said. </p><p>&quot;Malacanang’s set of EOs ignore the roots of rural poverty — landlessness, neoliberal policies that wrecked domestic agriculture, and perennial state neglect,&quot; he added.</p><p>The group called for the government to address the needs they said were not included in EO 101: Building and strengthening of peasant cooperatives, access to interest-free credit, production subsidies, debt condonations, compensation, and state-guaranteed food self-sufficiency. </p><p>“Farmers do not just need a buyer for their produce.
