Maria Tan, ABS-CBN News/File "/><span class="fr-inner" style="text-align:left">Former President Rodrigo Duterte  on November 13, 2024 during the quad comm hearing on the extrajudicial killings, addressing alleged human rights violations from his administration’s war on drugs. <em>Maria Tan, ABS-CBN News/File </em></span></span></span></div><div><br/></div><p>MANILA — Sixty-one percent of Filipinos are in favor of the House Quad Committee&#x27;s investigation into interlocking issues of extrajudicial killings, illegal drugs, and Philippine offshore gaming operators (POGOs), a study by Pulse Asia suggests.</p><p>The House of Representatives formed the mega panel comprising the Committees on Dangerous Drugs, Public Order and Safety, Human Rights, and Public Accounts, to look into issues related to the administration of former President Rodrigo Duterte.</p><p>The quad comm in December recommended criminal charges against Duterte and his top aides, <a href="https://www.abs-cbn.com/news/nation/2024/12/18/quad-comm-recommends-criminal-raps-vs-ex-president-duterte-bato-go-over-alleged-ejks-1847">a recommendation that the House adopted.</a></p><div><a href="https://www.abs-cbn.com/news/2024/10/23/quad-comm-leaders-convinced-of-existence-of-alleged-reward-system-in-drug-war-2146">House quad comm leaders convinced of existence of alleged &#x27;reward system&#x27; in Duterte drug war</a></div><p>The survey, commissioned by the consultancy firm Stratbase and conducted from November 26 to December 3, found that 61 percent of Filipinos back the quad comm&#x27;s legislative inquiry, while 24 percent are undecided.</p><p>Only 11 percent of respondents are against the quad comm&#x27;s efforts.</p><p>Surigao del Rep. Robert Ace Barbers, quad comm chair, said partial findings released late last year are <a href="https://www.abs-cbn.com/news/nation/2024/12/20/quad-comm-partial-findings-not-politically-motivated-barbers-1558">not &quot;politically motivated&quot;</a> and that lawmakers are &quot;only following where evidence leads.&quot; </p><p>Duterte as well as his allies Sens. Ronald &quot;Bato&quot; Dela Rosa and Christopher &quot;Bong&quot; Go have <a href="https://news.abs-cbn.com/news/2024/10/28/-kinailangan-ang-kamay-na-bakal-bong-go-defends-duterte-drug-war-denies-reward-system-1120">defended the so-called drug war</a>, claiming the killings were necessary to stop the illegal drug trade and the crimes and violence it brought.</p><p>Hearings last year included supposed admissions of a reward system for every alleged drug personality &quot;neutralized&quot; and an admission from Duterte that he ordered cops to encourage suspects to fight back to justify killing them.</p><div><a href="https://www.abs-cbn.com/news/2024/11/13/cops-should-not-hesitate-to-kill-suspect-if-situation-calls-for-it-duterte-1549">Cops should not hesitate to kill suspect &#x27;if situation calls for it&#x27; — Duterte</a></div><p>National Capital Region had the strongest support for the House&#x27;s investigations with 73 percent of respondents, followed by Balance Luzon at 66 percent and Visayas at 59 percent.</p><p>Duterte bailiwick Mindanao showed the lowest support at 46 percent. It also had the most respondents who said they were undecided, at 30 percent.</p><p>Among socioeconomic classes, support for the quad comm&#x27;s inquiry was highest in Classes ABC (64 percent) and lowest in Class E (52 percent).</p><p>Class E had the most respondents who do not support the inquiry at 20 percent.</p><div><a href="https://www.abs-cbn.com/news/2024/10/23/garma-says-davao-death-squad-existence-common-knowledge-among-cops-1109">Garma says Davao Death Squad existence &#x27;common knowledge&#x27; among cops</a></div><div><strong>&#x27;IDENTIFY GOV&#x27;T OFFICIALS BEHIND EJKs, ILLEGAL DRUGS, POGOs&#x27;</strong></div><p>The survey also found that 37 percent of Filipinos expect that the quad comm&#x27;s investigations will unmask government officials responsible for EJKs, illicit POGO operations, and illegal drugs.</p><p>Meanwhile, 27 percent want Congress to craft laws to address the intertwined issues, while 11 percent expect that the probes will &quot;facilitate the prosecution and conviction of perpetrators, conspirators, and masterminds of the whole criminal network.&quot;</p><div><a href="https://www.abs-cbn.com/news/nation/2024/12/19/quad-comm-recommendations-should-lead-to-court-cases-drug-war-victims-kin-lawyers-1838">Quad comm recommendations should lead to court cases: Drug war victims&#x27; kin, lawyers</a></div><p>From quad comm&#x27;s partial findings, the House recommended filing crimes against humanity charges against Duterte, dela Rosa, Go, ex-PNP chiefs Oscar Albayalde, Debold Sinas, former PCSO PCol. Royina Garma, PCol.
