MANILA — House Committee on Appropriations Vice Chairperson and Lanao del Sur 1st District Representative Zia Alonto Adiong believes it will be a “challenge” to get an impeachment conviction against Vice President Sara Duterte in the Senate, as the campaign season for the May polls nears.

“I think the issue on conviction is of the challenge really. ‘Yan talaga ang pinaka-number one na challenge,” he said on Wednesday.

“It's not just a matter of impeaching a certain official. It's also assuring a conviction in the Senate. That’s a different thing. I think kailangan din natin makita ‘yun. The Senate, most of them will be focused campaigning in the coming days. So that would also be a challenge for the impeachment court to be able to deliver according to the Constitutional mandate kasi nga considering that … most of them are also busy campaigning. So, we cannot compromise the merits of the complaint simply because of the unavailability of a senator judge,” Adiong added.

The three impeachment complaints filed against Duterte, which accused the VP of misusing confidential funds, have remained pending at the Office of the House Secretary General since December. Duterte previously denied the allegations.

Earlier this month, House Secretary General Reginald Velasco said that the complaints have been verified, but some congressmen requested for additional time to study the possible filing of a fourth impeachment complaint, which targets to secure the signature of at least one-third of House members. This will allow the impeachment complaint to be elevated to the Senate without having to go through the House Committee on Justice. But the said complaint has yet to be filed.

So without that, they really do have to go through po ‘yung Office of the Secretary General… We, as members, we would have to wait for its eventual endorsement to the Committee on Justice… I don't think the Congress will shy away from its Constitutional duty. I don't think I've heard any member, who would say no to it if it were to already be endorsed to that committee,” 1RIDER Party List Representative Rodge Gutierrez said.
