MANILA — PDP Laban senatorial candidate and singer-turned-lawyer Jimmy Bondoc bared his position on various hot issues, including corruption and the use of confidential and intelligence funds. 

Bondoc wants an investigation of all offices with access to confidential and intelligence funds when he was asked about the use of confidential funds by Duterte's daughter, Vice President Sara Duterte.

"Alam niyo, siguro, sagad na yun sa tenga ninyo. Para sa akin talaga, nasa COA na yan, mas importante sa akin yung sumunod tayo sa proseso. Since it is under investigation ng COA, at tinitignan naman nila yung dokumento, let the process prevail. And, sana palawakin yung investigasyon. Lahat na. Lahat ng mga may confidential. Para malaman natin kung talaga may kinalaman sa national security ang mga ahensya ng gobyerno,” Bondoc said.

Bondoc expressed readiness to legislate a Commission on Audit circular on the use and audit of confidential and intelligence funds.

"Pero meron namang joint circular ang COA dyan, yung 2015-01. Malinaw naman kung paano gamitin. So ayokong mag... Well, we can institutionalize that. Or we can make that a republic act. Fine. Pero ang tanong lang naman ay kung mapapatupad. It's more of an executive issue. So sana, sa totoo nasa nakaupo yan. And I pray for our nation na maglagay talaga ulit ng mga pulis diyan na magbabantay sa pondo ng bayan,” Bondoc said.

'Let me be the one'

Bondoc gave a playful answer when he was asked about his thoughts on the breakdown of the VP's alliance with President Ferdinand Marcos, Jr.

"Alam mo yung breakup, specialty ko ‘yan eh. Let me be the one. Alam mo, may girlfriend ako dati. Okay kami. Okay kami. Nakialam yung mga kaibigan, mga pamilya. Yun naghiwalay kami," Bondoc said. "Wala naman ako sinasabing ganun. Sinasabi ko lang yung kwento ko. Sa break up ko dati, ganun, daming nakialam. Nagmamahalan naman kami. Pareho kami ng paniniwala. Gusto namin tumulong sa mahihirap.” 

But when he was asked what he would do to resolve cases of corruption,  he minced no words in going after Congress, which he would join should he win as a senator.

“Heto, controversial to, but I'm willing to be controversial. Alam nyo kasi, ang Congress, walang nagbabantay diyan. Nobody polices the police. And as we see now, ang allegedly, diumano nandiyan nangyayari. Yung most of the corruption. Paano ba babantayan? We have to really revisit the Constitution. Kailangan tingnan natin paano ba ang removal or sanctioning ng mga congressmen. Kasi when we talk about corruption, alam na natin yung systemic sa mga ahensya. Eh paano yung sa mga pinakapinuno natin? How do we remove them? We cannot remove them by recall. We cannot impeach congressmen. They're not in the list. So we have to revisit that. Ganoon masosolve ang corruption,” Bondoc said.

Bondoc also wants to legislate the institution of anti-corruption measures.

"Sawang-sawa na po siguro kayo sa anti-korupsyon. Pero kung minsan po ang kanta, pag nagagasgas, ibig sabihin, totoo. Itong issue na ito kaya nagagasgas kasi totoo. Ang problema po ang anti-corruption measures natin, hindi na i-institutionalize. We have to institutionalize it by Republic Act, hindi lang executive order. Gumawa po tayo talaga ng mga anti-corruption commissions na ang specialty ay ang paghahabol. Hindi lang sa plunder, kung hindi sa mga maliliit na korupsyon sa loob ng gobyerno," Bondoc said. "Kaya nga alam nyo, nung pinag-uusapan dati yung mga intel funds, ang hirap niyan. Ang hirap i-discuss kapag may confi and intelligence funds na dinidiscuss. But one of the threats to national security are internal threats, corruption inside government. Kaya sa totoo lahat ng ahensya may kinalaman sa national security because corruption is a danger to national security.

He said the controversial Ayuda sa Kapos ang Kita Program or AKAP of Congress is a form of pork barrel.

"Alam nyo, parang hindi nagiging divisive. Pumunta po tayo sa Supreme Court definition ng pork barrel. It is post-enactment legislator participation. PELP nga ang shortcut. Ibig sabihin, nakalagay sa Belgica vs. Ochoa na kahit anong post-enactment, meaning tapos na yung batas, nakikialam pa yung legislator, kahit similar  informal practices, nakalagay po yun dun sa decision mismo, is pork. So it is pork, barrel. No question. Kung by definition, huwag na natin ilagay yung mga opinion natin, kung sumubra yun basta labag yan sa decision ng Korte Suprema. It is pork,” Bondoc said.

Despite his seemingly tough stance on corruption, he rejected the proposal to penalize corruption with the death penalty.

"Hindi, hindi, hindi. Alam nyo, kung ako gusto ko lang ang boto ng mga rabid, oo na ako. At ako, tao lang ako. Natutukso din ako. Gusto ko kun minsan talaga patayin yung masasamang tao. Sa totoo lang. Pero, sagrado po talaga ang human life. At nagkakamali ang korte. Para sa akin, mas mabigat na parusa yung ipakulong,” Bondoc said.

As a lawmaker, Bondoc wants to restore diplomacy to the Senate.

"Alam mo, hindi legislative ang sagot sa diplomasya kasi ang diplomasya ay depende sa current batch, kung sino yung mga nakaupo. Ang diplomasya ay ang maaayos na pagtalakay ng mga magkakasulungat na opinion. Sasabihin ko na po sa inyo ang totoo. Palagay niyo ba, pag umupo ang isang magaling na senador dyan, dalawa, tatlo, maubos ba problema natin? Hindi po."

"50 years old na ako eh. Pare-pareho lang po dididiscuss natin. Ang naiba ngayon, dumadagdag pa sa problema natin, yung bangayan. So, may problema na. Pero ang nagiging problema pa is how we talk about the problems. No? So, dumadagdag tayo. Tanggalin man lang natin ito. Let's bring back diplomacy. Yung gentlemanliness, no? Pagiging maginoo. Kasi ang Senado po, yan ang puso ng bayan yan. Puso ng bayan yan. We are setting examples. Kung maipakita po natin that we can discuss in an orderly way. Respect each other's differences. Hindi tayo nagkakalat ng fake news. Hindi tayong gumagawa ng mga kung ano-ano kabulustagan sa media. Tayo ang may disiplina. Diplomasya at disiplina sa Senado,” Bondoc said.

He said their PDP Laban slate will pursue this.

"Hindi po ako nag-iisa And this is not a shameless plug pero ang buong PDP Laban slate naniniwala dyan sa diplomasya And I know yung iba, sasabihin nila Eh hindi, si Duterte nga siya ngayon Iba po ang executive, nag-iisa siya doon eh. Kailangan natin ang pulis dyan Ang Senado plenary yan, barkada yan. Kailangan nag-uusap yan. To come up with a, for consensus building. So kailangan po natin, honestly, we need real decency. Real decency. And sa totoo lang yung maka-Diyos. Yan ang kailangan natin sa sinabi,” Bondoc said.

Bondoc also bared his thoughts on curbing inflation.

"Inflation yan eh. Napakahirap na solusyon na yan. Pero sa totoo, we are a trader economy now eh. Puro tayo trading. We have to go back to being a production economy. Mag-produce po tayo. And yan, the Senate can help with that. We can grant subsidies to farmers, paigtingin ang agrikultura, kaya talaga yan. Lalo na po, ang agrikultura because meron tayong comparative advantage yan, tinatawag ng mga ekonomista na madali sa atin maging bida dyan. So, we have to start producing at least basic goods,”  he said.

Bondoc also rejected the legalization of divorce.

"Hindi, pero ano talaga ‘yan, annulment really works. And I've seen some of your interviews, so gusto ko iba naman ang masabi. Yung problema diyan talaga is the economic burden. So yun ang dapat i-address. Hindi yung batas masyado. It's the process. Pero kung dapat bang may interest ng estado sa pamilya, dapat meron. So kailangan dumadaan pa rin sa proseso bago maghiwalay. Hindi yung trip nyo lang maghiwala, eh wala na. Basic autonomous social institution is the family,” Bondoc said.

He supports the government's Self Reliant Defense Posture Revitalization Act when he asked about the government's pivot to the United States from the Duterte government's previous alliance with China.

"May tama at may mali. Pero towards US, never correct. Ang tamang ginawa ng administrasyon is the passing of the Self-reliant Defense Posture Revitalization Act. Merong pinasa, I think it's RA 10242, if I'm not mistaken. Nakalagay doon to foster partnerships with allied nations. Yung para pantay-pantay na lahat ng bansa. Tapos dito na tayo mag-create ng material na tinatawag nila. So, and mostly, it's in the title itself, maging self-reliant pagdating sa depensa. Para katakutan naman tayo na matigas ang Pilipino, diba? Tama yun. Tama yun. So, ang independent foreign policy should be seen by us, not siding with any country. Dapat talaga lahat. Pati yung pag-enforce ng desisyon sa PCA, ganun talaga. Bigyan ng equal economic opportunities ang mga kapitbahay natin. Para magka-interest sila na bantayan yan,” Bondoc said.
