DSWD says financial aid won’t be used for politics during campaign period

MANILA -- The Department of Social Welfare and Development assured the public that its financial aid for families in need will not be used in politics during the campaign period.

DSWD Secretary Rex Gatchalian said social workers are the ones who determine the qualified beneficiaries of their programs.

 “Hindi ito magagamit sa pulitika dahil ang nag-a-assess kung sino ang qualified o hindi qualified, kung magkano ang ibibigay, ay ang mga social workers natin,” Gatchalian said in a chance interview on the sidelines of the signing of a memorandum of agreement with the Department of Tourism on Thursday. 

The DSWD chief expressed confidence that social workers are trained in screening the qualified recipients of the agency’s financial aid.

 “Maaring may referral o walang referral, at the end of the day, ang gatekeeper ng tulong-pinansyal ay mga social workers na na-train naman, propesyon nila 'yan para suriin kung ang tao ay qualified or hindi qualified,” he added.

 Despite the election ban, Gatchalian also assured Filipinos that they will continue helping the marginalized and the vulnerable sector.

 He explained that the Commission on Elections only ordered the suspension of the Assistance to Individuals in Crisis Situation (AICS) program during the campaign period and not the agency’s mandate “to help those in need”.

 “Kasi hindi naman dahil may eleksyon eh titigil na kami kung hindi, ‘yung programa yung tumigil pero 'yung gampanin namin. ‘Yung role namin in social protection, social welfare, tuluy-tuloy 'yun. 'Yun ang nabigyan ng exemption para tuluy-tuloy ang pagtulong namin sa ating mga kababayan na nangangailangan kung medical man 'yan, burial man 'yan, education man 'yan,” Gatchalian emphasized. 

Earlier, the poll body exempted 28 social welfare programs from the election spending ban subject to restrictions including the prohibition of politicians from participating in any financial aid distribution.
