DOJ urged to stop filing terrorism charges under 'Project Exit Grey List'

MANILA — Defend NGOs Alliance, a network of non-government organizations, has urged the Department of Justice to stop the filing of terrorism charges allegedly as part of efforts of the Philippine government to exit the grey list of the Financial Action Task Force.

In a protest rally in front of the DOJ, the group said at least 69 development workers and 29 NGOs all over the country are currently facing charges related to terrorism.

“Unang-una sa lahat itigil na iyong maling practice ng pag-file ng gawa-gawang kaso, iyong paglikha ng mga charges batay sa mga testimonya ng mga huwad na testigo kasama na ang mga rebel returnees,” said National Union of Peoples’ Lawyers Secretary General Josa Deinla.

The group said the Philippine government has a Project Exit Grey List through the filing of supposedly trumped-up charges to meet the alleged quota of the FATF.

The FATF is an international body that sets standards to combat money laundering and terrorism financing.

Defend NGOs Alliance also appealed to the FATF, through an open letter, to scrutinize the terrorism-related charges being filed by the Philippine government in courts.

“Dapat suriin nilang maigi kung ano ang inihahatag sa kanilang mga numero, numero lamang ito, pag nalaman nila ang katotohanan sa likod nito ay makikita nila iyong tinatawag na Project Exit Grey List ng Pilipinas,” Deinla said.

The group also urged the Anti-Money Laundering Council to halt the issuance of freeze orders against NGOs which ultimately affect their beneficiaries.

"Itigil na rin ng AMLC ang pagi-issue ng freeze orders na alam natin isang proses na hindi rumerespeto sa due process dahil napaparalisa ang operasyon ng napakaraming CSOs na naghahatid ng serbisyo sa mahihirap na pamayanan sa Pilipinas, kasama na jan iyong mga disaster relief NGOs natin," it said.
