Ginamit sa maling konteksto ang dating panayam sa isang opisyal ng Philippine National Police (PNP) para palabasing pinahihintulutan ang mga pulis at sundalo na gumamit ng ilegal na droga dahil exempted umano ang mga ito sa drug test.

<div><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/173701853140020250115_Drug Exempt.png" class="fr-fic fr-dib"/></div><p>Ginamit sa maling konteksto ang dating panayam sa isang opisyal ng Philippine National Police (PNP) para palabasing pinahihintulutan ang mga pulis at sundalo na gumamit ng ilegal na droga dahil exempted umano ang mga ito sa drug test.</p><p>Sa post sa X (dating Twitter), mapapanuod ang panayam kay PNP Civil Security Group Spokesperson Eudisan Gultiano na sinasabing: <em>“Merong inilabas na memorandum signed by our Chief PNP kung saan in-exempt na ang requirement ng drug test and psychological and psychiatric evaluation sa member ng PNP and AFP [Armed Forces of the Philippines] na active.”</em></p><p>Ibinahagi ang panayam sa isang post at nilagyan ng caption na <em>“Malaya at Legal na gumamit ng Droga ang PNP at AFP only in the Philippines sa Bagong Pilipinas ni Marcos Jr. 😏”</em></p><p>Kinuha ang orihinal na footage sa report ng <a href="https://www.facebook.com/reel/1696864901065888" rel="noopener noreferrer" target="_blank">UNTV News and Rescue</a> noong Agosto 2024. Pinutol ang bahagi ng report kung saan ipinaliwanag na ang memorandum ay tumutukoy sa pag-exempt sa mga aktibong pulis at sundalo sa ilang requirements sa pagkuha ng gun permit.</p><p>Ayon sa <a href="https://www.officialgazette.gov.ph/2013/05/29/republic-act-no-10591/#:~:text=(b)%20The%20applicant,laboratory%20or%20clinic%3B" rel="noopener noreferrer" target="_blank">Republic Act No. 10591</a>, kinakailangan ang psychiatric evaluation at drug test sa pagkuha ng License to Own and Possess Firearms (LTOPF).</p><p>Mababasa sa nasabing memorandum na ipinadala ng PNP sa ABS-CBN Fact Check na tinanggal na ang requirements na ito para sa mga pulis at sundalo. Batay sa dokumento, sapat na umano ang drug test at psychiatric examinations na isinasagawa sa kanilang hanay bilang bahagi ng kanilang serbisyo.</p><p><em>“All active military and police personnel are no longer required to undergo DT (drug test) and PPE [psychological and psychiatric examinations] since they are already trained as responsible firearm holders. The DT and PPE conducted during their service will suffice as LTOPF requirements. They are only required to submit their valid AFP/PNP ID,”</em> mababasa sa memorandum.</p><p>Ang memorandum ay may petsang Hulyo 16, 2024 at may pirma ni PNP Chief General Rommel Francisco Marbil.</p><p>Paliwanag ni Gultiano, nagsasagawa ng drug test at regular na neuro-psychiatric assessment ang kapulisan lalo na tuwing may promotion o training.</p><p><em>“Meron tayong mga promotion, schooling. Ang ating mga pulis ay required na mag schooling so lahat &#x27;yan meron yang mag uundergo na yan ng drug test and at the same time meron kasi tayong din yearly na mga program ang Health Service tungkol sa kalusugang pangkaisipan, kasama doon yung psychological and psychiatric evaluation,”</em> sabi ni Gultiano.</p><div><a href="https://www.abs-cbn.com/news/2024/8/15/over-26-000-cops-soldiers-yet-to-renew-firearms-license-2147" rel="noopener noreferrer" target="_blank">Over 26,000 cops, soldiers yet to renew firearms license</a></div><p>Ipinag-uutos ng <a href="https://lawphil.net/statutes/repacts/ra2002/ra_9165_2002.html#:~:text=(e)%20Officers%20and%20members%20of%20the%20military%2C%20police%20and%20other%20law%20enforcement%20agencies.%20%E2%80%93%20Officers%20and%20members%20of%20the%20military%2C%20police%20and%20other%20law%20enforcement%20agencies%20shall%20undergo%20an%20annual%20mandatory%20drug%20test%3B" rel="noopener noreferrer" target="_blank">Republic Act No. 9165</a> ang pagsasailalim sa mga pulis, militar, at iba pang law enforcers sa taunang mandatory drug test.
