MANILA — Former Philippine Army captain Clemente Enrique, also known as “Dado” or "Iking” online, is facing an inciting to sedition complaint filed by Philippine National Police Criminal Investigation and Detection Group chief Brig. Gen. Nicholas Torre III before the Department of Justice.

Torre said Enrique violated Article 142 of the Revised Penal Code or Inciting to Sedition in relation to Republic Act No. 10175 or the Cybercrime Prevention Act.

“Kasama sa kanyang binabanggit na gusto niyang pabagsakin ang gobyerno so you know in a democracy lahat naman may karapatan mag-express ng kanilang mga hinaing, that’s the beauty of democracy pwede kang mag-express ng iyong opinion, however there are limitations it should be made within the bounds of the law,” said Torre.

Torre said Enrique made seditious statements when he was still the Davao Regional Commander serving an arrest warrant against Kingdom of Jesus Christ leader Pastor Apollo Quiboloy.

“Siya ang nanawagan na ang mga pulis at sundalo ay sumurrender sa local government, mag-unload ng baril pointed downwards at i-abandona na ang trabahong iniuutos ko at ginagawa namin,” Torre said.

The complaint cited copies of videos posted or broadcast by Enrique on various online platforms, namely PINOY BLOGGER PH, RODCLIPS 101, and BATANG HAMOG on YouTube; Rom a Boy Mix Vlog, Bharok Vlog’s, The Bizarre Bulletin, VIRAL News, and Ka Rol (G) on Facebook; 9182nassakgnirkasronf024 and kuys.juan.tv on TikTok.

Torre however said that the PNP was not discouraging the public to express their sentiments against the government.

“Hindi natin nire-repress, hindi natin dini-discourage, hindi natin sinu-suppress ang pag-express ng opinyon kahit kontra pa iyan sa posisyon ng gobyerno, ang sinasabi lang natin is that it should be done within the bounds of the law,” Torre said.
