SC issues TROs vs Comelec decisions blocking candidates in 2025 polls

MANILA -- The Supreme Court has issued temporary restraining orders against the Commission on Elections for its decisions preventing certain individuals from participating as candidates in the 2025 national and local elections.

In the En Banc session Tuesday, the high court decided in favor of candidates Subair Guinthum Mustapha, Charles Savellano, Chito Bulatao Balintay, Edgar Erice and Florendo de Ramos Ritualo, Jr.

The court issued the TROs against the declaration of Mustapha and Savellano as nuisance candidates for Senator and Representative of Ilocos Sur’s First District.

The TROs for Balintay and Ritualo meanwhile were against the decision of the poll body to reject their certificates of candidacy for Zambales Governor and Sangguniang Panlungsod Member for San Juan City’s First District.

The SC identified Balintay as a “member of the indigenous peoples of Zambales.”

Meanwhile, Erice was disqualified by the Comelec and prohibited from running for Representative of Caloocan City’s Second District.

“The TROs prohibit Comelec from disqualifying them, so this means their names have to be included in the ballot, so it’s up to Comelec how they would implement this, but they will just have to follow the order of the Supreme Court,” said SC spokesperson Camille Ting.
