MANILA — The truck involved in the multiple-fatality road crash in Quezon City on Thursday had brake issues prior to the incident, authorities said.

Police Captain Napoleon Cabigon said that the truck driver claimed experiencing brake issues before reaching the Aurora Boulevard flyover in Katipunan Avenue, where the collision occurred.

“Malayo pa lang sa pinangyarihan, naramdaman niya ‘yung kanyang brake, medyo matigas na raw,” Cabigon said.

“Ang mali niya, tinuloy pa rin niya ‘yung biyahe. Dapat hininto muna niya, chineck-up ang sasakyan para sana nakaiwas sa ganung sakuna,” he added.

The incident resulted in four fatalities and left 30 others injured, including motorcycle rider Randy Hongay, who described the truck as speeding at the time of the crash.

“Humarurot ‘yung truck. Bale ako, nasagi ng truck tapos ‘yung truck dire-diretso pa hanggang maabutan niya ‘yung maraming sasakyan sa dulo,” Hongay recalled.

“Walang narinig na busina. Kahit ingay ng mga pahinante, wala,” he added.

Hongay sustained bruises on his body after his motorcycle was hit and caused him to fall.

“Sobrang na-trauma. ‘Pag may sasakyan na darating na lalagabog, natatakot ako. Hindi ko na alam ang gagawin,” he said.

Relatives of one of the deceased have also filed a complaint with the traffic sector, but they declined to provide a statement.

SHOW CAUSE VS. TRUCK DRIVER, OWNER

The Land Transportation Office (LTO) has issued a show cause order (SCO) against the registered and the driver of the truck.

In a statement, LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II said the SCO was issued as part of their ongoing investigation.

“Part of the investigation we are conducting is to determine if there are lapses on the part of the registered owner, especially on the aspect of road worthiness and the employment of the driver,” Mendoza said.

He said that they have also requested the revocation of the driver’s license.

“Assec. Mendoza said the driving privilege of the truck driver was preventively suspended for 90 days and was also ordered to surrender his driver’s license on or before Dec. 10, the scheduled first hearing,” the statement read.
“Assec. Mendoza also said that the driver's license and plate number will be placed under alarm preventing any and all transactions while under investigation,” it added.
