Quad Comm recommends charges vs. Duterte, Garma, Leonardo for killing of Chinese nationals

MANILA – Former President Rodrigo Duterte may face another set of charges apart from the House Quad Committee's recommendation of cases for crimes against humanity in relation to the drug war.

The mega panel also recommended complaints against Duterte for his supposed role in the killing of three Chinese nationals at the Davao Prison and Penal Farm on August 13, 2016.

Quad Comm lead chairperson Surigao del Norte 2nd District Rep. Robert Ace Barbers made the revelation at the presentation of its progress report on Wednesday.

Aside from Duterte, the mega panel included former Philippine Charity Sweepstakes Office (PCSO) general manager Royina Garma, former National Police Commission (NAPOLCOM) commissioner Edilberto Leonardo, SPO4 Arthur Narsolis and Superintendent Gerardo Padilla.

In an August hearing, self-confessed hitman Leopoldo Tan Jr. said he and Fernando Magdadaro carried out the killing of three Chinese inmates Chu Kin Tung, Li Lan Yan, and Wong Meng Pin, who were alleged drug lords.

Padilla confirmed Tan's statement about a call he received after the hit on the three Chinese nationals inside the solitary confinement cell.

He identified the former President as the voice who called him to congratulate him for the "job well done."

Padilla also claimed Garma informed him of the "operation" against the targets and directed him not to question or interfere, even threatening his family.

Gardma denied the allegations of the former Bureau of Corrections official.

She claimed Padilla lied in the first hearing and had a change of heart after he was detained.

Former Presidential Spokesperson Harry Roque accused the mega panel's investigation of being politically motivated and targeting the Duterte family and their allies.

BARAYUGA SLAY



Garma and Leonardo may also face another set of complaints for their alleged involvement in the murder of former PCSO board secretary Wesley Barayuga on July 30, 2020.

Barayuga was shot dead inside a vehicle by an unidentified man on a motorcycle in Mandaluyong City.

Police Lt Col. Santi Mendoza earlier told the mega panel he was instructed by Garma and Leonardo orchestrated the murder.

He claimed that Barayuga was a "high-value target" due to his supposed links to illegal drugs.

Mendoza also alleged they received a P300,000 "prize money" from Garma.

Despite his revelation, the Quad Comm also recommended charges against Mendoza, former police officer Nelson Mariano and Police Staff Master Sergant Jeremy Causapin, and a certain alias "Loloy."

The Philippine National Police Criminal Investigation and Detection Group (PNP-CIDG) and National Bureau of Investigation has joined forces on the reinvestigation of the Barayuga case.

Both Garma and Leonardo denied Mendoza's allegations.
