MTRCB says no power to regulate streaming content after Jinggoy calls out VMX

MANILA — The Movie and Television Review and Classification Board (MTRCB) on Tuesday said streaming-based content does not fall within its jurisdiction following Sen. Jinggoy Estrada's privilege speech calling out Vivamax or VMX over "pornographic" material, among other issues.

"Currently, online curated content does not fall within the MTRCB's mandate. This is why we are grateful to the entire Senate for supporting amendments to the MTRCB charter to expand our scope," MTRCB chairperson Lala Sotto said in a statement.

On Monday, Estrada called out streaming service VMX (formerly Vivamax) for showing what he claimed to be pornographic material as well as allegedly exploiting its performers with low wages. 

Sotto said she shares Estrada's concerns raised during his privilege speech.

"We share Senator Jinggoy Estrada’s concerns that we need to protect our viewers, especially children in this digital age. As one of its proactive steps, the MTRCB called the attention of subscription-based platforms and encouraged them to observe our standards," she said.

"Rest assured that the MTRCB is doing its best despite the limitations of its current powers under PD 1986," Sotto added, referring to Presidential Decree 1986 that created the MTRCB.

In September, the MTRCB proposed to have cooperation with online streaming platforms to ensure safeguards are in place and that there is a feedback mechanism.
