MANILA — Former Bamban, Tarlac mayor Alice Guo and her family are facing falsification and violation of Anti-Dummy Law complaints filed by the National Bureau of Investigation before the Department of Justice on Tuesday.

Guo, her sister Shiela and brother Siemen Guo as well as parents Lin Wen Yi and Jian Zhong Guo were named as respondents to the complaint as they were the incorporators of the firm that bought parcels of land in Mangatarem, Pangasinan, said NBI National Capital Region Director and Spokesperson Ferdinand Lavin.

“They misrepresented themselves as Filipino citizens when the NBI was able to sufficiently establish that they are Chinese citizens based on forensic examination of the fingerprints appearing in various documents, documents from the Department of Foreign Affairs, Bureau of Immigration,” Lavin said.

Lavin said that since the Guos are Chinese citizens, they allegedly violated rules on foreign ownership of properties in the Philippines.

“There is a whole difference of laws covering foreign corporations. Pinalabas nila dito na sila ay Filipino corporation with 65 percent ownership,” Lavin said.

Lavin noted that the transaction of the Guos involved four parcels of land covered by three deeds of sale.

He also said the Guos lied as residents in Bulacan, according to a barangay certification the NBI obtained.

“We are also proceeding with the criminal forfeiture, these are the confiscation by the state of the assets or proceeds in favor of the government, or in this particular case, in favor of the NBI on the parcels of land,” Lavin said.

While no government agency was cited as respondent in the complaint, Lavin said the purchase of properties in the Philippines by the Guos should be a lesson for government agencies.

“This is a wake-up call to all the regulatory and other agencies of the government na i-synchronize natin ang ating records at tingnan mabuti hindi iyong sasabihin lang this is ministerial at kailangan i-register,” Lavin said.

Guo has insisted that she is a Filipino citizen and denied that she is a mastermind in illegal gambling operations.
