MANILA – The Land Transportation Franchising and Regulatory Board (LTFRB) has ordered an explanation from ride-hailing app Angkas for allegedly exceeding the number of its riders plying the roads. 

In a show cause order dated Dec. 11, 2024, LTFRB chairman Teofilo Guadiz III said Angkas has 5 days from receipt to provide an explanation and appear before the Motorcycle Taxi Technical Working Group. 

Participants in the motorcycle taxi pilot study only have an allocated rider cap, said lawyer Paul Austria, secretariat of the technical working group. 

“Participants were given 15,000 each. There was an agreement na ‘yung mga slots na hindi mapupunuan… puwede makuha ng other participants,” Austria told ABS-CBN News in a phone call.

“It’s to settle kung ano ang exact number na nalipat. That is the reason [on the] show cause order natin,” he added. 



Austria said the show cause order just wanted clarifications and an explanation why the ride-hailing app should not be suspended from the pilot study. 

“It is not a function, it is not a penalty. It is merely directing the parties to explain kung bakit hindi sila mape-penalize or magiging liable or if mayroon ba silang violation sa guidelines… Papakinggan natin ang parties concerned,” he said. 

The order, he added, arose from a Senate hearing on the regulation of Transportation Network Vehicle Services, where Guadiz vowed to look into the allocation of the number of riders in different motorcycle-hailing platforms. 

In an earlier interview, Guadiz said based on what LTFRB allowed, supposedly there are only 45,000 motorcycle taxis in Metro Manila.

“We found out in our inventory later on that there was a TNC company that exceeded. Normally dapat 15,000 each lang yan. Based on the admission of one company in the senate hearing, they have at least 27,000,” Guadiz had said. 

For his part, Angkas CEO George Royeca told ABS-CBN News in a text message that it already acknowledged receipt of the show cause order. 

“This may have stemmed from the recent Senate hearing, during which it was alleged that Move It admitted to exceeding the caps… We are seeking clarification on the basis for its issuance and will address this matter in the appropriate forum,” Royeca said. 

“Rest assured, we take the time to train our drivers and implore the industry to keep to the same standards for the safety of the riding public,” he added. 

Aside from Angkas, LTFRB said it also issued a show cause order to another ride-hailing app for allegedly exceeding their number of allocated riders.
