Activist groups submit report on Duterte drug war killings to DOJ

MANILA — Activists submitted a compilation of alleged human rights violations committed under the war on drugs of former President Rodrigo Duterte to the Department of Justice coinciding with the commemoration of International Human Rights Day.

Among the organizations that staged a protest rally in front of the DOJ are Makabayan, Karapatan, Kapatid and other activists from the Southern Tagalog region.

According to Makabayan President Liza Maza, they submitted the report entitled “Impunity and State Terror: Final Compendium Report of the Independent International Criminal Investigation into Human Rights Violations in the Philippines” and published by the International Coalition for Human Rights in the Philippines.

The information on the alleged violations may prove to be useful in the on-going investigation of the DOJ on former President Rodrigo Duterte and his drug war.

Maza said the same report was submitted earlier to the International Criminal Court, which also has a pending investigation on Duterte.

“Narito po nakadetalye ang mga krimen ni dating Presidente Duterte kaugnay ng paglabag sa karapatang pantao at international humanitarian law at kami po ay umaasa rin na ito, dahil nai-submit na rin sa ICC, ay magagamit ang mga datos at mga testimonya na nakasaad dito nang sa ganon ay mas lalo pang maging malaman ang kaso na isinampa sa ICC at umaasa kami na sana ay kagyat na maaresto na si dating President Duterte at managot siya sa kanyang krimen laban sa mga mamayan,” Maza said.

In the report, it was noted that according to the Office of the High Commissioner for Human Rights of the United Nations, at least 8,663 people were summarily executed during the war on drugs from 2016 to 2020.

“While police typically claim those slain were killed for fighting back, reports document systemic evidence and witness testimony to the contrary,” the report said.

As the groups also noted supposed human rights violations under the administration of President Ferdinand Marcos, Jr. they also issued a challenge to the current administration to go back to the fold of the ICC.

“Syempre china-challenge din namin si Pres Marcos na maisulong niya ang kaso sa ICC kaya lang mukhang ano ba ito natatakot ba siya, kasi sa ilalim ng kanyang administrasyon marami ding violations,” Maza said.
