On the last month of 2024, lawmakers in the House of Representatives are set to file an impeachment complaint against Vice President Sara Duterte for betrayal of public trust, bribery and other high crimes such as plunder.

“Meron ng gumagawa. Bayan [ang gumagawa]. Kung matatapos namin, naraming signatories hindi lang sa Bayan. [Multi-sectoral]. I think kaya naman [before the year ends],” ACT Teachers party-list Rep. France Castro said in a TeleRadyo Serbisyo interview. 

Castro said Duterte must answer for alleged misuse of confidential funds entrusted to her under the Department of Education and Office of the Vice President.

“Pinagkatiwalaan ka ng pondo tapos na misuse,” she said.

She said she believes there are enough numbers in the Lower House to impeach Duterte and send the complaint to the Senate.

“Natatantya naman namin na meron dito sa House of Representatives. Kino-consider din natin ang number sa ngayon para siyempre maipanalo, mai-push natin itong impeachment. Tinitingnan din natin ‘yung bilang sa Senado kung sino ‘yung pwedeng pumayag sa impeachment,” she said. 

Duterte, a former ally of President Ferdinand Marcos Jr, revealed as early as August this year that there is a plot in the House of Representatives to impeach her amid the ongoing investigation on the use of the P125 million confidential funds which is not in the 2022 General Appropriations Act.

The Vice President is also facing an investigation over her remarks last week that she had tapped someone to kill President Marcos Jr, First Lady Liza Marcos and Speaker Martin Romualdez if she is assassinated.

Duterte has described her remarks as a “plan without flesh”, noting that it does not constitute an active threat.

"Common sense should be enough for us to understand and accept that a supposed conditional act of revenge does not constitute to an active threat. This is plan without a flesh," the Vice President said.

In the interview, Castro said Duterte must face the National Bureau of Investigation probe after the House panel investigating Duterte’s confidential funds postponed its Friday hearing to give way to the NBI subpoena.

“Dapat pumunta siya sa NBI, wala na siyang excuse. Marami siyang certification na in-attest, aalamin natin kung chineck niyang mabuti ‘yung mga acknowledgement receipt kasi pumirma siya sa certification,” she said.

“Criminal cases ang haharapin niya kung hindi naman totoo itong mga acknowledgement receipt, pinirmahan lang niya nang hindi chinicheck kasi in-affix niya yung signature niya. Medyo mabigat din yung haharapin niya sa NBI.”
