Maria Tan, ABS-CBN NewsMANILA -- The Department of Justice (DOJ) vowed Wednesday to conduct a fair yet thorough investigation into the "kill" remarks of Vice President Sara Duterte against members of the Marcos family and the recent statements of her father, former president Rodrigo Duterte, to the military.

In a press conference on Monday, November 25, the older Duterte called on the military to protect the Constitution due to a "fractured governance."

DOJ Undersecretary Jesse Hermogenes Andres called this as "uncalled for" and "out of order."

He added that the statements of the ex-president is a "great disservice" and an "insult" to Filipinos who are part of the bureaucracy.

"The former president should not even attempt to provoke the military to act as a remedy to a fractured governance because that is definitely considered a sedition and legally actionable," Andres said in a press conference at the Department of Justice.

Andres noted the military is a professional organization intended to protect the people and is "loyal to the chain of command and faithful to the Constitution."

The DOJ official appealed to the public for "calmness and sobriety."

"Everything that we need to do today to resolve controversies should be done within the existing legal and constitutional framework. That's what every Filipino should have in mind, that is what every official of the country should have in mind — to work with the Constitution and to observe the rule of law," he added.

POSSIBLE CASES

Andres also explained why the National Bureau of Investigation (NBI) is considering Republic Act No. 11479 or the Anti-Terror Law as one of the possible violations of the vice president in her assassination remark against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and House Speaker Martin Romualdez.

He cited Section 4 of the law — signed by Sara's father in 2020 — which defines the acts considered as terrorism.

"Ayan po ay nakasaad klaro sa batas na kapag kayo ay gumawa ng mga hakbang para saktan at bigyan ng banta ang buhay ng ibang tao, kasama po 'yan sa terrorism. Lalo na kung ang purpose niyan ay to immediate and to create atmosphere or sow fear," the DOJ official said.

NBI Director Jaime Santiago clarified that they are still in the process of studying the possible cases to be filed including inciting to sedition and grave threat.

"Pinag-aaralan naming mabuti kung bakit, bakit papasok dun kasi maraming clamor na kung anu-anong ipa file na cases but kami inuulit ko magiging impartial yung investigation ng NBI para makita ng taumbayan na meron pa rin kayong masasandigan na NBI na parehas," he noted.

Andres said an NBI task force has been formed for a "whole of government" approach to investigate the issue.

"We will tap all possible government agencies for this purpose because we want to get to the bottom of the truth and we will do what is required of us in order to assure that everyone is protected by the law equally," the DOJ official added.

Nakitang palutang-palutang ang bangkay ng isang senior citizen sa patubig sa Barangay Calasag sa bayan ng San Ildefonso, Bulacan nitong Linggo ng hapon, February 16, 2025.

Ayon sa imbestigasyon ng San Ildefonso Municipal Police Station, nakipag-inuman ang 64-anyos na lalaki sa kaniyang kaibigan sa naturang barangay sakay ng kanyang tricycle noong Sabado. Naparami umano ang inom ng biktima at ginabi na sa lugar.

"May nakakita sa kanya na nakatulog siya sa tricycle niya. Sa time na nagising na siya siguro ito'y umihi muna. Baka nung pag-step niya, napasobra siya sa paghakbang then diretso doon sa irrigation. Parang gusto niya irekober 'yung sarili niya dahil sa edad na rin, nakainom pa, hindi niya nakayanan irekober 'yung sarili niya," sabi ni Police Lieutenant Colonel Librado Manarang Jr, Chief of Police ng San Ildefonso Municipal Police Station.

Agad inireport sa pulisya ng isang residente ang nakalutang na bangkay Linggo na ng hapon. Ayon sa PNP, walang nakitang foul play ang SOCO sa insidente. Hindi na rin ipina-autopsy ng pamilya ang labi ng biktima.

"Nakita naman doon sa pisikal ano, na walang nakitang any sign of struggle," sabi ni PLtCol. Manarang.

Kwento naman ng kaibigan ng biktima na kainuman niya, laging nagyayaya ang 64-anyos na lalaki ng inuman.

"Bilang kaibigan hindi naman ako makatanggi, sino ba naman may gusto mangyari 'yung ganyan. Nagulat na lang ako sa balita na andun na raw sa patubig. Mabait na kaibigan, dinadalhan ako lagi ng gulay. Kilalan-kilala 'yan sa kanila na mahilig talaga dumayo sa inuman," sabi ng kaibigan ng biktima.

Nanawagan naman ang pamilya ng biktima sa publiko na ipagbigay alam sa pulisya ang anumang impormasyon na makatutulong sa patuloy na imbestigasyon ng awtoridad.

Paalala naman ng PNP sa mga motorista, huwag uminom nang sobra.

"Hindi natin kailangan mag-inom ng sobra-sobra, kung sakali may mga okasyon tamang inom lang. Laging tandaan nila na paglabas nila ng bahay may naghihintay at nagmamahal sa kanila," sabi ni PLtCol. Manarang.

Nakaburol na sa kanilang bahay sa San Ildefonso, Bulacan ang labi ng biktima.
