Zuleika Lopez, the chief of staff of the Office of the Vice President, is recovering. 

"Nagpapasalamat po ako sainyong suporta at nagpapasalamat po ako sa pagprotekta niyo unang-una kay Usec. Zuleika Lopez, at sa lahat po ng mga personnel ng Office of the Vice President, lalo na po bukas dahil mayroon na naman pong hearing sa House if Representatives," said Duterte in an online address.

She also told her supporters that she is willing to undergo medical tests to prove that she is in the right state of mind.

"Sinabi nila ako daw ay krung krung, ako daw ay baliw, ako daw ay wala sa tamang pagiisip. Ano bang sabi ko sa inyong lahat psychological test kahit ano yan, neuro psychiatric test, kahit ano pang test yan gagawin ko yan," said Duterte.

She is even willing to undergo drug tests, said the vice president, as long as those who work in the government -- especially those under the Office of the President, the Office of the Vice President, Senate, and Congress -- would undergo the same tests.

"Dagdagan ko pa ng drug test pero dapat  magpa-drug test ang lahat ng mga nagtatrabaho sa Office of the President, sa Office of the Vice President, sa lahat ng opisina ng Senado, sa lahat ng opisina ng House of Representatives," said Duterte.

"Sa lahat ng departamento ng ating bayan, ng ating pamahalaan. 'Di ba? Ano pang test ang gusto niyong idagdag ko?" she added.

Duterte challenged government officials to undergo drug tests in public.

"Magpa-drug test tayong lahat sa harap ng taong bayan. Dalawa lang yan mga kababayan -- ibigay namin ang mga pangako namin sa inyo noong nangangampanya kami at ipapakita namin sainyo na matino kami. Magpapa-drug test kaming lahat," she said. "Simulan namin sa Office of the Vice President."

A PUNCHING BAG?

Duterte also claimed that she is being used as a "punching bag" to cover up corruption and irregularities in the government.

"Wala na kayong mapuna sa akin, pinagtatakpan ninyo ang mga kakulangan ng pamahalaan," she said. "Ako ang ginagawa ninyong punching bag para hindi napapansin, nakikita, naririnig ng mga tao ang kalokohan ang kurapsyon at ang katiwalian na ginagawa sa gobyerno."

She did not name names, but Duterte claimed she is being targeted because she does not want to follow and cannot be bought with money.

"Ayaw nila tayong tigilan dahil hindi tayo sumusunod sa kanila, hindi tayo nabibili ng pera. Ano pa ba ang kailangan ng tao na sanay sa hirap na wala na siyang ibang alam kundi ang maging mahirap dahil hindi niya nakikita ang hustisya mula sa gobyerno," she said.

Duterte also urged Filipinos to demand the services they deserve from the government, and stressed that politicians must fulfill their promises made during the campaign.

One of them, said Duterte, was the P20 per kilo of rice which President Ferdinand Marcos Jr promised during his campaign in 2022 -- when he and Duterte were still allied in the "UniTeam."

"Ang lagi kong panawagan sa taong bayan ay hingin, idemanda sa gobyerno na ibigay nila ang serbisyo na karapat-dapat para sa mga Pilipino," said Duterte. "Simulan na natin sa mga campaign promises dapat po pag ang pulitiko ay nag-promise na magbibigay ng 20 pesos per kilo na bigas, dapat ay tinutupad yun dahil binoto ka ng mga tao base sa mga sinabi mo base sa mga kampanya mo."

"Kaya dapat binibigay yan lahat kung anuman ang sinabi ng isang tao ng isang pulitiko, ng isang kandidato sa entablado,  dapat nakikita yan ng taong bayan at higit pa dapat ang nakikita natin," she said.

Duterte had lashed out at Marcos Jr., First Lady Liza Marcos, and House Speaker Martin Romualdez in an expletive-filled press conference early morning on Saturday.

During the outburst -- which came after the House of Representatives ordered Lopez's transfer to the Women's Correctional Institution in Mandaluyong City -- Duterte claimed that she has contracted an assassin to kill Marcos Jr., should a plot against her succeed.

Several agencies from the government’s security sector have since expressed their intent to investigate Duterte's statement, with National Security Adviser Sec. Eduardo Año saying they consider all threats to the President as "serious."
