MANILA — President Ferdinand Marcos, Jr. on Friday reiterated the government's commitment to alleviate farmers from financial burden as he led the distribution of Certificates of Land Ownership Award (CLOA) and Certificates of Condonation with Release of Mortgage (COCROM) in Isabela. 

COCROMs are authorized by the New Agrarian Emancipation Act, which was signed into law 2023 and forgave P57.557 billion that agrarian reform beneficiaries owed the government.

During the event held at the Josefina T. Albano Cultural Sports Complex in Cabagan, Isabela, Marcos and Agrarian Reform Secretary Conrado Estrella turned over a total of 456 CLOAs and electronic titles for the SPLIT (Support to Parcelization of Lands for Individual Titling) Project to 346 agrarian reform beneficiaries from the province.

They also distributed a total of 25,773 COCROMs to 21,496 farmer beneficiaries, which effectively condones P1,152,916,073 worth of agrarian reform debts.

“Ang simple lang na paliwanag diyan ay wala na po — lahat po ng naging utang ng mga Agrarian Reform beneficiary, burado na po, wala na po. Hindi niyo na kailangang alalahanin,” Marcos Jr. said.

(Simply put, all of your debt as agrarian reform beneficiaries has been erased. You don't owe the government money. You don't have to worry about it anymore) 

ARBs can now focus on how to upgrade your skills and how to make your land more productive. 

NEW AGRARIAN EMANCIPATION ACT

Marcos in July signed into law Republic Act No. 11953 or the New Agrarian Emancipation Act, which condones all loans, including interests, penalties and surcharges incurred by ARBs from land awarded under Presidential Decree (PD) 27, R.A. No. 6657 and R.A. No. 9700. 

The Philippine leader meanwhile noted that the Department of Agriculture has expanded the insurance cover for Filipino farmers and fishermen to ensure that they are ready and protected from the effects of disasters and calamities to their crops. 

“Ito pong insurance na ito sa mga pananim o kagamitan sa pangingisda ay napakahalaga, lalong-lalo na sa mga rehiyon na madalas tamaan ng bagyo o kalamidad,” Marcos said. 

(This insurance for crops and for fishing equipmenti will be of great value, especially in regions that are often affected by typhoons and calamities)
