Senator seeks more 'guidance designates' to address school bullying

MANILA — A senator on Wednesday urged the government to increase the number of "guidance designates" in public schools to address bullying following recent incidents, some of which allegedly turned fatal.

The Department of Education (DepEd) defines "guidance designates" as "teachers who are officially designated by the school head/schools division superintendent/regional detector to perform duties related to the implementation of guidance services excluding counseling."

In a press release, Sen. Sherwin Gatchalian, chair of the Senate Committee on Basic Education, reiterated his proposal to DepEd to revisit the ideal ratio of guidance designates to learners. 

“Part of our recommendation to DepEd is to review the role of guidance designates. Maybe we can increase their number depending on the size of the school by adjusting the ratio," said Gatchalian.

According to Gatchalian's data, one guidance counselor or guidance designate is assigned for every 500 learners. He added that 10,412 out of 45,326 schools have no guidance designates for School Year 2024 to 2025.

Gatchalian admitted that increasing the number of guidance designates was a "stopgap measure in the absence of guidance counselors."

The DepEd in December last year said it aimed to fill some 4,000 vacant positions of guidance counselors in public education institutions "in the coming months."

Malacañang earlier this week condemned bullying in schools and vowed to address cases of school "violence."
