Marcos leads crushing of P3.26B worth of smuggled e-cigarettes, vape

MANILA -- President Ferdinand Marcos Jr on Monday led the public condemnation of P3.26 billion worth of smuggled electronic cigarettes, vape parts, and accessories seized by Philippine Customs authorities at the Bureau of Customs grounds in South Harbor, Port Area, Manila.

At least 2.9 million smuggled items from China were crushed by a steamroller compactor truck during the program. According to the BOC, these were seized across various areas in Metro Manila in 10 operations conducted by the Manila International Container Port of Manila and the BOC Intelligence Group in 2024.

In his speech, the President lauded the efforts of the Bureau of Customs, Department of Finance, and the Department of Trade and Industry to curtail smuggling and sale of illegal vape products, especially to minors.

“They have smuggled this in without any permits, any kind of documentation, at ipinagbibili na nga dito sa Pilipinas,” Marcos Jr said.

“And the very serious problem that accompanies that na walang documentation, na walang inspeksyon, dahil eh ‘yung iba rito na ininspeksyon natin ay nahanapan – may lason na nakapasok doon sa liquid na ginagamit na pang-vape.”

The Philippine leader also expressed alarm that the packaging of the vape products was made to especially target minors.

“Kaya’t lalong-lalo na nakakabahala dahil kung titingnan natin ‘yung packaging – ‘yung packaging talagang para sa bata. Kaya ang target market nila bata,” he said.

“So, unang-una tuturuan – gusto nilang turuan ma-addict ang mga bata sa vape. Tapos delikado pa ‘yung vape dahil may lason ngang nakikita na isinasama. Kasi hindi natin naman malaman, hindi natin naiinspeksyon, smuggled nga. Hindi natin mainspeksyon. Hindi natin alam kung saan galing,” he continued.

“We do not know about the manufacturing process that they go through before they come here. So, hindi natin malaman kung ito ba’y safe o hindi.”

Marcos also directed government agencies to continue their efforts to curb smuggling and to highlight the health dangers posed by illegal vape products.

The BOC says that as of 2024, the agency has conducted 48 operations resulting in the seizure of P6.658 billion worth of illicit goods. Meanwhile, the BOC has seized a total of  P483.1 million worth of illegal vape products in the first quarter of 2025 alone.
