MANILA — Agriculture Secretary Francisco Tiu Laurel Jr. on Friday said  the Philippine government has banned the importation of poultry products and domestic and wild birds from Indiana, New York, and Pennsylvania in the United States due to outbreak of avian influenza (H5N1 strain).

The Department of Agriculture issued the Memorandum Order 14 signed last Tuesday, which seeks to "protect the health of the local poultry population which creates jobs, generates investments, and essential in ensure food security."

In a press release, the DA said US veterinary authorities have confirmed the outbreaks of avian influenza over the three states. The illness threatens dairy cows, poultry, and other animals.

US Centers for Disease Control and Prevention (CDC) mentioned on their website that they are already collaborating with the US government and animal health officials to curb the problem.

Though it stated that public risk remains low, it stressed over three human cases of H5 bird flu have been confirmed as of February 24.

Laurel Jr. said the virus pushed the necessity to have a wider coverage of trade restrictions which were then applied to all domestic and wild birds, including poultry meat, eggs, day-old chicks, semen, and other related products from the affected areas.

"The order also mandates the suspension of processing, evaluation, and issuance of Sanitary and Phytosanitary Import Clearances for these commodities. However, shipments already in transit, loaded, or accepted before the official communication of the ban may be allowed, provided that the products were slaughtered or produced at least 14 days prior to the first outbreak in each state," the DA added.

The first outbreak in Indiana happened January 3 in Jay County. In New York, it occurred January 17 in Suffolk County.

While for Pennsylvania, the outbreak was observed February 4 in Dauphin County.

The ban is effective immediately and will stay unless revoked in writing, DA explained.

In November 2024, the  World Health Organization (WHO) called on countries to beef up bird flu monitoring as "small but growing number of H5N1 avian influenza infections have been detected in humans" in recent years.
