MANILA -- The Metropolitan Manila Development Authority said it is considering legal actions against certain members of MANIBELA over a scuffle that broke out during the transport group’s demonstration in San Juan City, Wednesday.

MMDA Chairman Romando Artes said on Thursday a traffic enforcer was trying to issue violation tickets to some jeepney drivers and operators who illegally parked their vehicles along Connecticut Street but they resisted.

A video of the incident showed one member striking the MMDA enforcer on the head, breaking his helmet.

“Kino-consider natin yung legal actions kasi nga kung titignan niyo, assault yan sa person in authority dahil nagpapatupad lang naman sila ng kanilang tungkulin na iayos yung ating lansangan. Yung mga pananakit na ganyan ay may kaukulang parusa sa ating batas,” said Artes.

Manibela staged a rally outside the Department of Transportation main office along EDSA-Connecticut to protest against the planned phaseout of traditional jeepneys under the Public Transport Modernization Program.

“Nakakaharang sila sa EDSA… halos 2 lanes yung sinasakop kasi ipinarada yung jeep na ginawa nilang entablado, and then yung kanilang supporters… We really threatened them na kung hindi aalisin, at hindi iaayos yung parada ay ito-tow natin. Nagpadala tayo ng tow trucks doon,” said Artes.

Artes reiterated that while the MMDA respects the public’s right to mobilize, he said this can be done in a way that does not disrupt the flow of traffic, especially in major thoroughfares.

“Dapat lang iayos, hindi naman namin sila pinagbabawalan completely,” he said.
