Shakeup at DOTr looms as new chief takes over; Dizon seen to bring in some Tugade-era officials

MANILA -- Ranking transportation officials are headed out as incoming Department of Transportation (DOTr) Secretary Vince Dizon officially takes the helm— and he’s seen to be bringing in some familiar faces, sources told ABS-CBN News.

Malacañang earlier announced that Dizon, a former Bases Conversion and Development Authority President and one of the ‘Builld Build Build’ poster leaders during the Duterte administration, will replace Jaime Bautista who resigned due to health reasons.

According to several sources, it’s not uncommon that all Undersecretaries and Assistant Secretaries will also be replaced to give the new transport chief the freedom to choose who he wants to work with and people he trusts.

One source noted that Dizon’s team is ‘almost complete’ ahead of the turnover on Monday, February 24, 2025.

He is said to have asked several officials from the time of former DOTr chief Arthur Tugade to come back and reclaim their roles or related ones.

This would mean the departure of several current officials.

Undersecretary for Rails Jeremy Regino already resigned in early January. Usec. for Planning TJ Batan has stood in as Officer-In-Charge.

Batan also handled the railways sector back for a few years starting in 2018 under Tugade.

Sources privy to the matter said Batan may possibly be retained for continuity of programs, citing his institutional memory.

Vince Dizon will inherit many major railway infrastructure projects including the ongoing construction of the Metro Manila Subway, North-South Commuter Railway, and the MRT-7– all of which are bogged down due to right-of-way issues.

Despite some criticisms against Bautista for not being able to overcome these challenges, Malacañang insisted that he was not axed because President Ferdinand Marcos Jr. was supposedly dissatisfied with his performance.

Executive Secretary Lucas Bersamin said Bautista has talked at length with Marcos about his health condition.

“When the President and Secretary Bautista talked about it, it became clear to the President that Secretary Bautista may really need to take a rest from official duties,” said Bersamin.
