MANILA -- Former Bamban, Tarlac Mayor Alice Guo has been arrested in Indonesia more than a month after her alleged escape from the Philippines where she is facing multiple complaints, a National Bureau of Investigation official said Wednesday.

NBI Director Jaime Santiago said Guo was arrested in Tangerang City in the province of Banten. 

“According to Senior Superintendent Audie Latuheru of the Indonesian Police, Ms. Guo was apprehended at 11:58 PM on September 3, 2024,” a Department of Justice statement read.

The DOJ said Guo was in the custody of the Indonesian Police at Jatanras Mabes Polri.

"‘Yung pagtu-turn over sa atin ay pinag-uusapan na,” Santiago said in a TeleRadyo Serbisyo interview.

He said Guo would be turned over to the Bureau of Immigration and the NBI.

Justice Secretary Boying Remulla also lauded news of the arrest.

"The arrest of Alice Guo is a testament to the tireless efforts of our law enforcement agencies and the strength of international cooperation in bringing fugitives to justice. We will ensure that all legal processes are followed to hold her accountable for any crimes committed,” he said in a statement.

WHAT HAPPENED BEFORE 

News of Guo's arrest came less than 2 weeks after Indonesian authorities arrested her alleged companion Cassandra Li Ong and sister Shiela in Batam, Indonesia. The 2 have been brought back to the Philippines where they are now detained.

Guo allegedly left the Philippines on July 18, according to Sen. Risa Hontiveros, with Bureau of Immigration officials confirming that the former mayor evaded border controls to avoid detection. 

Her sister, Shiela, earlier told a Senate panel she and siblings Alice and Wesley traveled by van from their Bamban, Tarlac farm to an unidentified port last July.

They then traveled by boat before being transferred to a larger vessel that brought them to Malaysia, where they stayed for several days, before boarding a plane to Singapore.

The Guo siblings then met with Ong — representative of the shuttered Lucky South 99 gambling hub — before their travel to Batam, where they split up and before Shiela and Cassandra were arrested.

Another reliable source from the Bureau of Immigration said ex-Mayor Guo transferred from one hotel to another to avoid the authorities.

She also reportedly stayed at each hotel or place she went to for only about two days.

Immigration Commissioner Norman Tansingco is coordinating with Indonesian immigration authorities to expedite Guo’s possible return to the Philippines at the soonest possible time.

 “We are anticipating her return to the Philippines soon,” he said in a statement. 

Meanwhile, President Ferdinand Marcos Jr. said cooperation with Indonesia authorities made Guo’s arrest possible.    

“Let this serve as a warning to those who attempt to evade justice: Such is an exercise in futility. The arm of the law is long and it will reach you,” he said in a message. 

He said Guo “shall be entitled to all legal protections due her under the laws of the land, and pursuant to our commitment to the rule of law.” 

“But we will not allow this to prolong the resolution of the case, whose outcome will be a victory for the Filipino people,” he said. 

Ex-Mayor Guo is accused of backing the operation of an illegal POGO hub in her town. She was also suspected of being a Chinese national. 

Guo has denied both accusations.

Manila Rep. Bienvenido Abante Jr. said the House quad committee, which investigates illegal POGOs and narcotics and which he co-chairs, would invite Guo to one of its hearings once she arrives in the Philippines.

"For sure we are going to invite her to become one of our resource speakers," Abante told ANC.
