MANILA — After hours of deliberation, the Commission on Elections (Comelec) issued a memorandum Friday, allowing registered voters of the 10 "Enlisted Men's Barrios (EMBO)" barangays, to vote for their district representative.

In a copy released to the media Friday night by Comelec Chairman George Erwin Garcia, Memorandum No. 24111, primarily addressed the content of Senate Concurrent Resolution No. 23, penned by Senator Alan Peter Cayetano.

The said concurrent resolution is pushing for the inclusion of “the ten (10) Enlisted Men’s Barrios (EMBO) Barangays in the Two (2) Legislative Districts of the City of Taguig and Municipality of Pateros in Order not to Disenfranchise the Registered Voters Therein, and Confirming The Increase to the Twelve (12) of the Number of Councilors in Each Councilor District of the City of Taguig for the Purposes of Fair and Equitable Representation.”

While taking "note" ang stating that they "acknowledge" receipt of SCR 23, the Commission in the said Memorandum, reiterated its stand to "adopt" the dispositive portions of Comelec Resolution 11069 which states the following:
